Color or No Color?

Watch this 2005 video. The Mayor says the Town Council can't rule on "color" in the Windover Heights Historic District. Why is that important? A few years back the Town said color was an issue they could rule on. That seems to have changed now and the end of the video shows the realization that the "storyline" was contradicted.
