Jane Seeman: Time to Review the Code

Jane Seeman in this 2004 video (a year after lawsuits were filed) says it is time to review the Windover Heights Historic District. When is this supposed to happen? As you watch this keep in mind that there are NO guidelines:

I have spent most of my day reviewing your website. It is another example of the abuse of power that exists in the Town of Vienna. I would like to speak with you regarding other issues that are similar to this where the Town has abused their authority and harmed the property values of surrounding neighbors as well as a host of other things.
