$10,000 to Charity for the Rules

How About Helping to Fight Cancer Mrs. Robinson?
If Maud Robinson can explain the precise and objective rules of the Windover Heights Historic District, a Vienna citizen has informed this web site that they will donate $10,000 to the American Cancer Society in Maud's name.
This means Maud must explain the exact guidelines that the Review Board uses to approve or disapprove a color choice, building material choice, design choice or landscaping choice. Specifically, if a resident proposes a blue house, how does the Board determine blue is good or bad as compared to red or orange or whatever color, etc.
We call this challenge the 'honesty test'. Can Mrs. Robinson pass?
