Beulah Road Disaster Is in Your Lap Maudasaurus

The Beulah Road Construction has turned to nightmare for Vienna residents especially residents live along the section of construction. The contractors VDOT authorized have not exercised care or respects to not to encroach the property right of the residents involve on the path of construction.There are several incidents that contractors used drive ways or private properties to be the staging area of their equipments and caused some drive way damaged after their equipments were removed. Residents spoke to on site manger of Martin and Gass to express the concerns of these property damages and the contractor has yet to dispatch any personal to fix the problem.
There was another incident around 9:30 PM on October 17, 2007 when the utility company was trying to work on the water utility. The utility company worker placed some lighting device in the middle of one resident’s drive way. When the resident requested the utility company to temporarily remove the lighting device so that she can pull into the drive way the utility company worker not only refused to do so and she started cursing, swearing and threatening the resident about the utility company’s right to take over the drive way when they’re working on the project. The utility worker started walking toward the garage and taking pictures of the resident and the house. When this worker was asked to leave the private property she not only refused to do so and she continued to occupy the drive way and swear to the resident.
From all these incidents it’s showing the miss-management of VDOT and lack of oversight from town of Vienna has allowed contractors and associated working groups to ignore resident’s legal rights and quite enjoyment of their properties. And phone calls made to VDOT management posted on VDOT web site were never returned by any VDOT officials. It’s yet to be determined if VDOT’s contractors have broken any Virginia law by allowing their workers to trespass private properties.
Like many bloggers mentioned it should not take one year to construct this 0.8 mile of two-lane road. The lack of planning and mismanagement of Town of Vienna and VDOT have caused properties residents along the way suffer serious noise, dust, property trespassing and harassment of un-trained workers.
Hey guess what? Maud is 85 (not the 80 or 81 she lies about in the press) and doesn't give a sh**. Until people stop electing this whacked out and incompetent crackpot we will get more of the same! And Mayor Boob, well she is right there too!

I said that. You can tell VDOT has unduly stretched out the project schedule to suit their meager application of resources... the job site is frequently silent.
Don't expect any sympathy from the Town. They are clueless. They keep hiring Sagres Construction to install concrete even though Sagres keeps screwing it up. They reworked the same sidewalks on Tapawingo 3 times including 2 drain installations under Glyndon. And a lot of their work remains breaking up. Lately, they returned to Center Street to redo curbs just installed. They are worse than VDOT and the Town doesn't seem to mind.

This would never happen on my watch!, but oops, Mayor Boob Seeman is the mayor, and she is about as useful as a street person... she's clueless in Vienna... except for when Maud is pulling her strings at the TC meetings, then she is in perfect Brittany Spears Lip sync with Mad Maud's evil and sinister mind trap... yes it's true, 'cause I saw it on youtube!

May I just point out that all of this is a result of Vienna having zero infrastructure?
No sidewalks, no storm drains, and streets that are too narrow. In the past 40 years, under Maud and Charlie's watch, nothing has been done to fix the problem. A few sidewalks is not considered substantial infrastructure.
My guess is that Branch Street is being done since they had no storm drains and heavy rains probably caused the creek behind the homes to swell up.
Vienna SHOULD have been working on infrastructure. More lame planning on their part. It's why the dipshits support TD and JDD - they secure funds for all the stuff Mad Maud and Mayor Boob have been conveniently "forgetting" (like Beulah Road).
But, hey, we have a town green now. I can go watch a puppet show on Wednesday morning. Everything is A-OK.

I can't believe after all this planning and work, Beulah is going to be built without sidewalks on both sides from Ayr Hill down to Maple Avenue. I've heard a rumor that the residents there wanted to save their trees and didn't want VDOT to build the sidewalk they initially planned to build, but now most of those trees are gone anyway - there are only two left in the way of a sidewalk and one is in bad shape (because VDOT has not done much to protect the trees). Is there any way to put a sidewalk and retaining wall on the western side of Beulah down to Maple or at least add some stop signs so people can more easily cross the street to get into town? There are stop signs on every other street in Vienna.

please!!! no more stop signs or speed bumps!! I'm a walker too, but I can't stand the stop & go driving. It's traffic planning by idiots and it's wreaking havoc on our gas mileage and nerves.
I think Beulah Road was designed this way because of a series of compromises. Yes, the neighborhood wanted to save the trees, and that's important. Trees do matter. Sidewalks on both sides would be ideal, but it would have resulted in even more tree loss. At least we got a sidewalk on one side. I just hope it continues the whole way so walkers don't have to cross back & forth like we do in other parts of town.

May I point out that Beulah DID have sidewalks on the one side? They are just being redone.
The new construction SHOULD have included sidewalks on both sides (regardless of tress). I love trees to but in the interest of public safety, if a few more must come down, so be it. We will plant more (and be sure to water them!). Crossing from one side of Beulah to the other is a nightmare. The worst is when you are walking down Church and you are forced to cross Beulah (because of lack of sidewalks) even when you wanted to stay on the side of Church you were on. But, no sidewalks. And, then once you are standing on the other corner, you have to cross right back again. POOR POOR PLANNING.

If there were a lot of trees to save, I would be all for saving them, but VDOT didn't save the trees they were intending to save (originally I think it was 7 trees and now it is only one that is in good shape) and still there is no sidewalk. So it's a loss for both the trees and the sidewalk.

I also can't understand why someone living off Beulah Road would not want sidewalks in front of their house. It's highly likely a homebuyer looking at a home along Beulah from Ayr Hill to Maple would much prefer a sidewalk along busy Beulah Road to a tree so that they could walk to town easily. A new sidewalk even three feet wide up against the road would be better than no sidewalk (Glyndon St. between Church and Maple is mostly only 2' wide). It would be a win win in safety and walkability for the abutting homeowners and for nearby residents.

sorry, but a narrow sidewalk abutting a busy road with no planting strip does not win in safety. Ideally, there should be a wide planting strip to separate walkers from traffic. but again, this is about retrofitting a road with a lot of limitations. Granted, having a sidewalk on only one side is less than ideal. it is a real annoyance to have to cross back and forth, as Vienna Mommy describes, but I don't agree that it's a safety issue. Yes, you may have to wait for traffic to clear, but Beulah is still only 2 lanes, and the new road will allow better visibility, making it relatively safe and easy to cross. I think the neighborhood association deserves a lot of credit for working with VDOT on this project. Originally, VDOT wanted to take out all the trees and build a 5 lane road (with center turn lane) and, I belive, no sidewalks. This kind of road would vastly increase the speed that people drive, no matter what the posted limit, and would have been much more dangerous for pedestrians. The association worked very hard to get a redesign that would respect the character of the neighborhood. I can just imagine the screaming if they HAD removed all the trees in order to build a sidewalk on both sides. Again, it's a compromise. Oh, and Beulah did not have a sidewalk before. it had a lumpy, hard-to-navigate asphalt-paved path. Now it will have a proper sidewalk with curb and gutter. Believe me--it WILL be better for us walkers.

Gotta disagree with you on this one. Crossing Beulah at almost any point is very dangerous. Sidewalks on both sides was sorely needed.
And, yes, there were sidewalks before. Maybe not ideal but they were there. There was no curb and gutter before.

The real complaint here shouldn't be about sidewalks or trees but rather the mis-management of VDOT and the Town of Vienna not holding VDOT accountable. When was the last time you have seen a worker? They go days and weeks working intermintently because nobody is overseeing the project first hand. Beulah Rd is an accident waiting to happen. God forbid there is a medical emergency on Beulah. How does an ambulance or fire truck get up that 1 way Street? If Maud or any TC member lived on or off Beulah Rd the project would have been completed in May. It's less than a mile long. The problem is the workers don't know what there doing. They asking residents where water valves, cable line and power lines are. Did they call Ms. Utility? I doubt that any of them can spell it. I invite any council member to visit Beulah Rd or try crossing it in any of their cars at Church or Ayrhill (enjoy the pot holes!!)
This problem needs to be fixed now!!!!

Do you realize that Beulah Rd. was in need of replacement at the same time as Park St. and Park St. was built twenty years too late. Is our town councilwoman Cole the same person who tried to stop the rebuilding of Park St? And, what logic is there to completing most of the roads to four lanes but allowing a short portion to remain narrow. Their all around us!
