The Vienna Historic District Exposed; Charles Anderson & Carey Sienicki Are Corrupt Politicians
For those who care that the Town of Vienna is wasting taxpayer money on the idiotic historic district consider some facts and May 2008 events:
1. There are no rules for what can be built in the historic district. There are no approved designs, colors or materials. Over the years any and everything for most people has been approved. We say most since it is clear that the Town of Vienna Club government treats different people differently.
2. Nothing in the Windover Heights Historic District has been documented. There is no baseline established or inventory created to allow reasonable people to judge what was exactly in this neighborhood when the District was created. Now today the entire process is subjective and squishy which allows the Town to do what they want for each and every application with absolutely no consistency.
3. Over the years multiple homes in the District have been torn down and replaced. However, an applicant came before this board on Tuesday making the same case that other residents have made. This time this applicant was denied.
4. The Tuesday May 6, 2008 meeting was spearheaded by Charles Anderson (the guy who built a new house and had it added to the historic district without any review board review; he now sits on the historic review board) and Carey Sienicki. Here is their decision-making process and vote 'no'. When you finish watching please go puke in the toilet as a salute to them and their queen Maud.
Do those two people look confident in what they are doing? Or do they both look like they just **** their pants hoping that no one else in Vienna is paying attention? How would you feel if your new house had just been turned down by board members who clearly either don't know what they are doing OR are purposefully treating you different in violation of the United States Constitution? How would you feel when your neighbors had not been turned down, but you are? And especially when that rejection will cause months in delays and thousands of dollars, how would you feel?

Chuck Anderson declares that if the proposal had nothing to do with demolition, he would grant this persons request for a new home, yet he voted no. Why? He knows full well that the many other new homes that were built in Windover area that were presented to this very same board also had to get demolition approval too, yet he tries to lie and abuse his power by saying that this applicant is different.
THIS IS THE PROOF THAT THE TOWN HAS NO GUIDELINES, AND ITS DECISIONS ARE ARBITRARY AND CAPRICIOUS. THEY DID THIS BECAUSE THEY CARE LITTLE TO NOTHING ABOUT THE PROPERTY RIGHTS OF THIS 30+ YEAR RESIDENT IN VIENNA.

Does Charles Anderson and Carey Sienicki really think they can pull this scam off? Their tactics and motives are so transparent, especially after noting that there were at least a half a dozen other homes that have been torn down and rebuilt. Now if they try to argue that this house is different and this is the thrust of their "made up" reasoning, they have lost. But this is not the most serious issue, what is telling is, that this is the nail that will provide the final closure that their has been a concerted effort made my these same people and the town politicians to deny this homeowner his rights, based solely on hearsay and rumors.
When will they realize that this conspiracy is just plain wrong, and will not play in the courts? Will you guys get damages?

Did you hear what he said:

This suggests in the least that the ordinance is weak at best, and should be struck down. But let's not be too hasty. Remember that there have been perhaps, a half a dozen homes torn down, all were old, and all were replaced by new homes. So, why does Charles Anderson, try in vain to find exception here? He first tried to explain that he is not legally authorized to make such a decision, but a no decision IS a decision. But he tries to say that this applicant is different than any of the others, but offers no legal reason why. That is true, because he cannot argue any legal reason why. The district makes no argument to the age or importance of any structure within its borders, and this is what their own lawyers have stated. So, why the mess, Anderson? Why deny this applicant? You already stated that you approved the new home? But then you stated that you poured over every corner... why? You were looking for some arbitrary and capricious tidbit of something you could fool yourself with to deny this single applicant when every other applicant that has come before this board was ever denied the ability to build their new home.
Charles Anderson, you are unfair, biased, and I submit, corrupt. You waited for this applicant to begin pouring over every corner of the ordinance, simply because you and your elite group of corrupt politicians (Maud, Cole, Hyde, Damon, Sienicki, Seeman, etc) wanted to deny this applicant, and since their simply is no real legal reason why you can deny this, you made on up on the fly be introducing irrelevant words and support from the fact that you feel you can say and do anything without any accountability since that is the way things have been done Vienna. What a way to run a town.
PS. The same description applies to Carey Sienicki, when you read her printed explanation of her reasoning for support in her decision making for the denial letter, you will wonder whether she understands the words or honesty, integrity, and competence. No competent person would ever submit such a pack of made up nonsense. It is riddled with stuff that is simply made up and has no truth in it. They made it all up and they are going to try and defend their abuse to the Town when they know they have no leg to stand on. Carey, one has to wonder, seriously, what did you learn in school? When I read that report, I was aghast at all the "lies" you reported as facts. Are your hands tied in the same corruption? or are your going to argue you didn't know any better?

LET'S FACE IT. SIENICKI, ANDERSON AND DAMON ARE JUST FOLLOWING INSTRUCTIONS FROM OUR "HISTORIC" TC MEMBERS AND ARE AFRAID TO DO OTHERWISE FOR FEAR OF OFFENDING THEM. ARE THEIR APPOINTED POSITIONS REALLY WORTH PARKING THEIR CONSCIENCE, INTEGRITY AND COMMON SENSE AT THE DOOR? I GUESS THEY THINK SO.

No one that I know of has reviewed the approval process for town board members. It is like being initiated into "skull and bones." A person submits an application for membership. Council then holds a SECRET closed door session to interview the applicant. The council then returns to dais and votes on the candidate. We never know as citizens what the procedure is in the back room.
