Vienna has eye on crime

In the past few months, the Town of Vienna has experienced a series of serious crimes, from the apparent murder of a young woman just outside the town borders last week to a string of recent sexual assault cases, and the attempted abduction of a man at knifepoint last month."We've had a lot of serious events in recent weeks. ... These kinds of events would stand out for us at any time," said Vienna Police Chief Robert Carlisle. However, despite the recent string of incidents, Carlisle says that for the year so far, crime in Vienna has not increased significantly over the last few years.
So far, Vienna has experienced two aggravated assaults in 2008. In all of 2007 there were five, in 2006 11. Chief Carlisle is quick to point out that the drop-off doesn't mean much more than an uptick would.
"When you have such small numbers of crimes, they can vary pretty wildly from year to year," Carlisle said.
The numbers are just as close in other categories of crime.
"So far this year we've had 17 burglaries, last year we had 26," Carlisle said.
One reason it may feel like a heavier year for crime in Vienna is that residents are getting more information from the police than they ever have before. "We are doing a much more robust program in pushing info out to the community," Carlisle said.
Last fall, Officer William Murray, a 20-year veteran of Vienna police work, became the force's first public information officer.
"Before, that information wasn't getting out, it wasn't as accessible," Murray said.
Murray's work means that violent crimes in Vienna are now ending up on the evening news and the local papers, which might contribute to some residents felling more unsafe. However, Carlisle says that's not the point.
"Knowledge is power. ... I think we can prevent more crimes by letting people know about what's happening," Carlisle said.
Even with that flood of knowledge, many Vienna citizens don't feel that their town has a crime problem.
Greg Moessian, whose Alfa Shoe Repair store has operated in Vienna for 20 years, says that crime is not a big worry for him.
"I feel very safe here," said Moessian. "I hear about some crimes, but not very often."
"Having traveled and seen what real crime is, I think we live in a very safe area," resident Deborah Pratt said.
"We're trying to put things out there as much as we can, if we have a thousand eyes in Vienna on crime maybe we can get ahead of it," Carlisle said.

Please refrain from swallowing this nonsense. Here's what this article really tells us:
1. The purpose of the article is to spin the fact that we've got an ever-increasing violent crime problem in Vienna.
2. Neither the Chief nor Murray mentioned the increase in gang related crime and other crimes in the SE/SW side of town. Wonder why?
3. Notice that the reporter did not ask why the town has not been forthcoming with crime information in the past. The town has not reported accurate crime statistics to it's citizens or the state, as mandated by law, for the last 9 years. The new information they are sharing with the public is not equal to the full disclosure citizens of Vienna deserve.

An employee of a business reported that during the listed times a subject came in to their store and wrote bad checks for computer equipment.

July 4 4:10 p.m.
A citizen flagged down Officer Kristin Ruddy and reported a suspicious event had just occurred. The citizen reported that a subject had made threatening and unusual statements to her. Officer Ruddy located the subject in a nearby store. After the subject became aggressive towards the officer and became disorderly, he was arrested for Disorderly Conduct. The arrested, Mr. Christopher Rodriguez, 20, of Graham Court in Falls Church, VA, was then taken to the Fairfax County Adult Detention Center.
Arrest- Drunk in Public 08-6651
200 Block Cedar Lane, SE
July 9 12:39 a.m.
Officer Stephanie Wilkerson found an individual slumped over on a curb at the Cedar Lane Shopping Center. Mr. Cristobal Martinez Hernandez, 38, of an unknown address was arrested and charged with Drunk in Public. He was transported to the Fairfax County Adult Detention Center.

July 9 7:36 a.m.
A security guard working at the Cedar Lane Shopping Center called and notified officers that an individual was refusing to leave the property after being told to do so. Shortly after Officer Juan Vazquez arrived and spoke to the subject, he agreed to leave and not return.
Child Left Unattended 08-6659
200 Block Cedar Lane, SE
July 9 9:37 a.m.
A 6 year old girl called police stating that she had not seen her mother in a long time. Arriving officers found the girl in an apartment alone. Officer Matt Maiorana was able to locate useful contact information for the girl’s mother as well as her aunt. The aunt believed that the girl was being watched by another individual however, without her knowing, that person had left to go to another job. It was later learned that this family was involved in another case in which Fairfax County Child Protective Services was involved. They were notified of this event as well.

Multiple Arrests for Unlawful Sexual Conduct Involving Minors
On July 7, 2008 at approximately 10:00 a.m. Town of Vienna Police Officers responded to a residence on Cottage Street, SW in Vienna for an unwanted guest. An uninvited 19 year old Hispanic male was seen entering a home occupied by three young girls ages 10-13.
Sexual Assault of 13 Year Old Girl
On July 8, 2008 a 13 year old girl and her mother reported a sexual assault which had occurred on July 1, 2008 at approximately 9:30 a.m. The assault occurred while the girl was staying at a relative’s home on Nutley Street, NW in Vienna. The suspect entered into the home and sexually assaulted the victim.
Man Abducted and Threatened With a Knife
On July 4, 2008 at approximately 2:11 p.m., units from the Town of Vienna Police Department responded to the 100 Block of Lewis Street, NW for a reported assault.
Two Subjects Assaulted at Meadow Lane Park
On June 7, 2008 at approximately 11:30 p.m., units from the Town of Vienna Police Department were investigating a report of suspicious activity on Johnson Street SW. During the investigation, officers encountered a subject with a laceration.
Juvenile Female Assaulted
On May 26, 2008 at approximately 10:16 p.m., Officer Ken Smith of the Town of Vienna Police Department was summoned to the intersection of Center Street and Shepherdson Lane in Vienna. Units from the Fairfax County Police Department were speaking with a 17 year old female regarding an incident that had occurred within the Town of Vienna.
Man Repeatedly Assaults Woman and Takes Her Vehicle
On May 2, 2008 at approximately 12:30a.m., Officer J. C. Vazquez of the Town of Vienna Police Department was dispatched to Neighbors Restaurant in the Cedar Lane Shopping Center in Vienna for a reported assault.
Man Arrested for Exposing Himself to Teenagers
On April 9, 2008 at approximately 3:41 p.m., officers from the Town of Vienna Police Department received a report of a man that had exposed himself to two teenage girls. The two girls, ages 14 and 15, were walking southbound on Cottage Street nearing Locust Street at approximately 3:25 p.m.
Malicious Wounding Occurs at Cedar Lane Shopping Center
On March 6, 2008 at approximately 8:24a.m. Officers from the Town of Vienna Police Department were dispatched to the area near the CVS store in the Cedar Lane Shopping Center in Southeast Vienna. The initial call was from a witness stating that an individual was wielding a knife.
Cedar Lane Area Special Patrol
In November 2007, as a result of several significant incidents occurring at or near the Cedar Lane Shopping Center, members of the Town of Vienna Police Department were discreetly deployed in an attempt to thwart criminal activity in that area.
Gang Investigation Yields Arrest
Further investigation revealed that Kenneth Maurice Wilson, age 20, of Locust Street in Vienna, was the leader and the primary source of gang knowledge. After multiple interviews it was learned that Wilson had joined the Gangster’s Disciples in Trenton, NJ,
Officer Witnessed Assault
On December 9, 2007 officers from the Town of Vienna Police Department were on patrol in S.E. Vienna near the Cedar Lane Shopping Center. Officer Matthew Maiorana alerted another officer, Kristin Ruddy, that he believed several subjects were gathering to fight.
Three Charged With Attempt To Distribute Marijuana
On December 8, 2007 at approximately 1220A.M., officers from the Town of Vienna Police Department responded to the Wolf trap Motel on Maple Avenue in Vienna to investigate three subjects believed to be transporting a large quantity of marijuana.
Robbery On Cedar Lane
On November 25, 2007 at approximately 3:45 A.M., units from the Vienna Police Department responded to 262 Cedar Lane S.E. Vienna for a Robbery which had just occurred
Stabbing On Cedar Lane
On November 21, 2007 at approximately 9:42 P.M., units from the Vienna Police Department responded to the 200 Block of Cedar Lane S.E., Vienna for a reported malicious wounding.

I must dispute the assertion that violent crime is 'ever-increasing.'
Two aggravated assults have occurred in the first half of 2008, compared with five in all of 2007 and eleven in 2006. I'm not sure of the numbers of rapes or murders. (What other crimes get to be violent?)
This is by any measure a decline, unless one has proof that the TOV police are lying about incidents, or are defining crime down to make 'aggravated assault' turn into 'disorderly conduct' or the such.
Burglaries seem to be up somewhat, but as Chief Carlisle says, our small sample size makes statistical analysis more difficult. (I'm also not sure what time of year is good for burglary. I'm guessing December is the 'best' due to the presence of Christmas presents but could be wrong.)
As for the 'increase in gang-related crime,' is there a source for this other than your assertion that it is so? In what timeframe has this increase been occurring?
The third point is quite accurate. The town has failed in its statutory duty, in something that seems to be a simple matter of recordkeeping (it's not as if we've been told to put in a $10 million water purification plant or to collect data from 20 years ago.)
The last few entries from the Town's website occurred in 2007.

Incidents reported by the Town of Vienna police department from July 3 through July 10.
Arrests
300 Block East Street, N.E. July 3, 12:49 a.m. Officer Ryan Myers responded to a fight in progress call. As he arrived multiple individuals fled from the scene. It was determined that the fight was a result of an argument involving two males and a female. In an attempt to locate possible victims, officers found several individuals in the home. Investigation revealed that one individual, an 18-year-old Vienna man was in possession of alcohol while underage. He was summonsed for this charge and released on his signature. Another individual, a 20-year-old Vienna man, was charged with underage possession of alcohol as well. He was released after signing a summons. A third individual, another 20-year-old Vienna man was charged with underage possession of alcohol and possession of marijuana. He was released on his signature after signing summonses for both violations.
100 Block Lewis Street, N.W. July 4 between 10:45 a.m. and 2:11 p.m. Officer Juan Vazquez was dispatched to an assault on Lewis Street. The investigation revealed that one individual told the victim to go purchase alcohol and the subject refused. The arrested, a 42-year-old Vienna man, then produced a knife and chased the victim into a bedroom. The victim was held in the room for approximately four hours until he was able to escape and notify police. The suspect was arrested and charged with abduction and transported to the Fairfax County Adult Detention Center. He was being held without bond.
800 Block Maple Avenue, East. July 4, 7:04 p.m. PFC Fred Lewis responded for a crash in the 800 block of Maple Avenue, East. A citizen was making a right turn into Westwood Country Club and was struck by another vehicle. PFC Lewis’ investigation led him to believe that the driver was impaired. The driver of the striking vehicle, a 33-year-old woman from Alexandria, was arrested for driving while intoxicated. She was transported to the Fairfax County Adult Detention Center for breath analysis. After the breath analysis, she was formally charged with driving while intoxicated and held on a $2500 bond.

300 Block Tapawingo Road, S.W. July 7, 4:17 a.m. Sergeant Tony Clingerman responded to the 300 block of Tapawingo Road, S.W. for a domestic type situation. After investigation, an individual found to be intoxicated was advised to return inside the home. The individual, a 33-year-old Vienna man, began to return inside but stopped and got into another altercation. He was arrested at that time for being drunk in public. He was transported to the Fairfax County Adult Detention Center.
300 Block Maple Avenue, East. July 8 between 12 p.m. and 5 p.m. An employee of the Outback Steakhouse reported that his bicycle was stolen while he was working. A video tape of the larceny was recovered and through investigation, Officer Larry Mangan was able to identify the individual responsible for the theft. The subject, a 49-year old Falls Church man, was arrested and transported to the Fairfax County Adult Detention Center and formally charged with Grand Larceny. Bond was set at $1000.

Nutley Street and Hermosa Drive, S.W. July 9, 1:17 a.m. Officer Lee Monaco conducted a traffic stop for a traffic violation which had occurred in the 700 Block of Kingsley Road. After stopping the vehicle, he observed signs of impairment. The driver, a 20-year-old man from New Jersey was arrested for driving while intoxicated. He was transported to Vienna Police Headquarters and given a breath test to determine the amount of alcohol in his system. After the analysis, he was transported to the Fairfax County Adult Detention Center. Additionally the three passengers were also arrested. A 23-year-old man from New Jersey, a 19-year-old Falls Church woman, and an 18-year-old Alexandria woman, were all arrested for being drunk in public. All were transported to the Fairfax County Adult Detention Center.
Attempted Burglary
700 Block Hine Street, S.E. July 4. 12:42 p.m. Officer Juan Vazquez responded to an alarm sounding at a residence on Hine Street. Officer Vazquez found a broken window. Nothing was found to be missing from the home. Some forensic evidence was discovered at the scene. This case is still being investigated.
Burglary
300 Block Windover Avenue, N.W. Between June 27 at 12 p.m. and July 3 at 6:49 p.m. A family returned from vacation and found that their house had been burglarized. Forensic evidence was recovered from the scene. The investigation is continuing.
100 Block Oakmont Court, N.E. July 4 between 6:30 p.m. and 10:19 p.m. A citizen returned to find their home had been burglarized. Electronics, jewelry and cash were taken from the home. This case is still being investigated.

Grand Larceny
800 Block Maple Avenue, East. July 3 between 6:30 p.m. and 8:00 p.m. A citizen reported that while attending a party at Westwood Country Club, electronic devices were removed from her checked purse. This case is still being investigated.
Magruder’s, 100 Block Maple Avenue, S.W. July 7, 7:50 p.m. A citizen came to Vienna Police Headquarters to report that she had lost her wallet. The complainant stated that she dropped her purse and must have neglected to pick up her wallet. The wallet contained credit cards and cash. When the citizen notified her credit card companies about the loss, they informed her that the cards had already been used fraudulently to make purchases. This case is still under investigation.
200 Block Pleasant Street, S.W. Between July 8 at 6 p.m. and July 9 at 9 a.m. A laptop computer was stolen from a vehicle during the night. This case is still being investigated.
300 Block Moorefield Road, S.W. Between July 8 at 10 p.m. and July 9 at 10 a.m. A GPS unit was stolen from inside a vehicle during the night. It is not known if the vehicle was locked or not. This case is still being investigated.
Identity Fraud
800 Block Follin Lane, S.E. July 3, 3:34 p.m. A citizen reported that his former wife had used his information to open accounts and change his mailing address. This case is still under investigation.
1000 Block Ware Street, S.W. July 10 3:47 p.m. A citizen reported that someone had been using his identity in an attempt to purchase jewelry at Kay’s Jewelers as well as opening additional accounts in his name. This case is still under investigation.
Lost Person
300 Block Mashie Drive, N.E. July 8 11:03 a.m. Vienna Police officers searched for a reported missing adult female. The female was located nearby at a neighbor’s home and appeared disoriented. She was safely returned home.
Petit Larceny
1000 Block Hillcrest Drive, S.W. Between July 3 at 1:00 p.m. and July 4 at 1:00 p.m. A bicycle was stolen from a home after being left in the driveway over night.
900 Block Hillcrest drive, S.W. Between July 4 at 8 p.m. and July 5 at 10 a.m. A white Trek bicycle with a gray baby seat was stolen from outside a residence.
200 Block Maple Avenue, West. July 5 between 11:20 p.m. and 11:34 p.m. Several juveniles stole beer from a 7-11 store. The juveniles were found a short time later. Petitions will be obtained charging the three with the larceny and underage possession of alcohol.
Police Service
100 Block Shepherdson Lane, N.E. July 7, 6:09 p.m. A neighbor reported that a nearby residence had an open door and that an alarm was sounding. The home is vacant with no power or water service. Signs that someone had been unlawfully staying in the home were found. This case is still being investigated.
200 Block Courthouse Road, S.W. July 7 between 9 a.m. and 5:30 p.m. A parent reported that her child had been assaulted by another child at the Vienna Tiny Tots Village. No charges were filed but the proper notifications were made.
Suspicious Person
1200 Block Cottage Street, S.W. July 7, 12:23 p.m. Officer Kenny Smith responded to a report of a man sleeping in the back yard of a residence not his own. The individual was identified and found to be in need of mental health assistance. The appropriate authorities were contacted.
Suspicious Event
900 Block Country Club Drive, N.E. July 9 between 7 p.m. and 9:48 p.m. Officers responded for a report of a suspicious female attempting to gain entry into a residence by pretending to need to use a phone. The black female was denied access to the home and was seen pacing around the neighborhood. Vienna Police officers soon learned that the Fairfax County Police were investigating a burglary which had occurred outside the town limits but near Country Club Drive. The female was believed to be involved in the burglary along with another black male. Further investigation revealed that a handgun may have been involved and that drugs had been stolen during the burglary. Assistance was requested from the Fairfax County Police Department’s helicopter and K-9 unit. The search of the area yielded no suspects.
Telephone Case
900 Block Fairway Drive, N.E. Between June 27 and July 6. Unusual phone calls have been received from unknown subjects during the listed period. The offender’s number is from out of the area and the language is unintelligible.
Traffic Complaint
Cottage Street at Ross Drive, S.W. July 1 through July 9. Speeding vehicles and vehicles disregarding the stop sign at the intersection were reported. Follow up on this case is being handled by the Motor Squad.
Trespassing
200 Block Cedar Lane, S.E. July 9, 7:36 a.m. A security guard working at the Cedar Lane Shopping Center called and notified officers that an individual was refusing to leave the property after being told to do so. 400 Block Center Street, N.W. Between July 3 at 9 p.m. and 12 p.m. July 4. A mirror was broken off of a vehicle.
Locust Street at Cherry Street, S.E. July 4 6 p.m.
A citizen reported that her vehicle was scratched heavily with an unknown object.
Vehicle Tampering
200 Block Courthouse Road, S.W. Between July 8 at 10 p.m. and July 9 at 7:30 a.m. Two unlocked vehicles were tampered with during the night. It does not appear that anything was removed from either vehicle.
Animal Case
200 Block Locust Street, S.E. July 4, 3:45 p.m. A dog came off of a patio and bit a passerby on the leg. In accordance with policy, the dog is quarantined until July 15.
Abandoned Vehicle
600 Block Thelma Circle, S.W. July 8, 3:53 p.m. A vehicle has been abandoned in front of a residence. The Vienna Police Motor Squad will follow up and determine its status. It will be removed if found to be abandoned.
600 Block John Marshall Drive, N.E. July 10, 9:45 a.m. A vehicle was left abandoned in front of a residence. Motor Officers documented the vehicle and will take action if it is not removed.
Alarm- Open Door
300 Block Moorefield Road, S.W. July 6, 2:38 p.m. PFC Chris Shaver responded to a home in the 300 block of Moorefield Road for an alarm. A door was found to be unsecured and a search of the home yielded negative results.
500 Block Maple Avenue, West. July 9, 8:04 p.m. An alarm sounded at a business and the front door was found to be unsecured. A store manager was summoned and secured the business.
Found Property- Bicycle
400 Block Orchard Street, N.W. July 6 at 1 p.m. Three bicycles were found on the property of the Vienna Baptist Church. A blue and red Huffy, a MTN Sport Bike, and a Stone Mountain Huffy were placed in to property for retrieval by their owners.
CRASHES
Maple Avenue at Nutley Street, S.W. July 4, 10:21 a.m. One vehicle was travelling West on Maple Avenue approaching Nutley Street. Another vehicle had received a green light and began to traverse Maple Avenue. The second vehicle was struck by the first vehicle. The at-fault driver was charged with disregarding a traffic signal.
East Street near Maple Avenue, S.E. July 5, 12:23 p.m. One vehicle was legally parked on East Street. An unknown red vehicle struck the parked vehicle causing minor damage. No charges were filed.
Park Street near Maple Avenue. July 6, 2:35 p.m. One vehicle was travelling northbound on Park Street towards Maple Avenue. Another vehicle pulled out from a parking lot and turned into the side of the first vehicle. The at-fault driver was charged with failure to yield the right of way.
309 Maple Avenue, West. July 7, 5:59 p.m. One vehicle had made a left turn out from a parking lot and began heading East on Maple Avenue. The turning vehicle struck another vehicle during this movement. The at-fault driver was charged with failure to pay full time and attention.
438 Maple Avenue, East. July 8 5:56 p.m. One vehicle was travelling westbound on Maple Avenue. The vehicle had to stop quickly and another vehicle behind it ran in to the back of the first vehicle. No charges were filed.
Maple Avenue near Beulah Road, N.E. July 9, 5:14 p.m. One vehicle was travelling westbound on Maple Avenue approaching Beulah Road. A second vehicle is travelling behind it and as the front vehicle stopped, so did the second vehicle. The second trailing vehicle begins to move but the front vehicle had not so it struck the front vehicle. The at-fault driver was charged with following too closely.
Maple Avenue at Lawyers Road, N.W. July 10, 5:52 a.m. One vehicle was heading south on Maple Avenue approaching Lawyers Road. Another vehicle pulled out into the path of the first vehicle. The at- fault driver was charged with failure to yield the right of way.
Mill Street near Church Street, N.E. July 10, 8:53 a.m. One vehicle was travelling southbound on Mill Street approaching Church Street. As it stopped, another vehicle turned left in to the side of the first vehicle. The at-fault driver was charged with failure to yield the right of way on a left turn.
Hit and Run
200 Block Maple Avenue, East. One vehicle was legally parked in a parking lot. Another unknown vehicle struck the parked vehicle causing minor damage.

July 12 2:50 p.m.
Officer Steve Simon and Officer Mike Finelli responded to the pool area at the Vienna Park Apartments for disorderly individuals disturbing other swimmers and harassing the lifeguards.
Jose Martinez, 21, of Cedar Lane in Vienna was arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.
Williams Holl Reyes Dominguez, 21, of No Fixed Address, was also arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.

July 14 12:18 a.m.
A patron at Neighbor’s Restaurant refused to leave after the bartender asked him to do so. Mr. Benitez Pedro Paniagua, 19, of Cedar Lane in Vienna was arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.

MPO J. Evans was patrolling the Cedar Lane Shopping Center and found an individual that appeared to be stealing water from a Town of Vienna owned fire hydrant. Investigation revealed that the individual had done this before and did not have a permit to use the Town’s water. The subject, Vernon Eugene Moore, 40, of Stebbing Way in Laurel, MD was charged with Petit Larceny. He was released upon his signature on a summons.

July 16 3:54 a.m.
A subject called and advised that she had cut her wrists. Officer Kristin Ruddy responded and stabilized the situation. Fairfax County Fire and Rescue responded and transported the subject to the hospital for treatment of her non-life threatening injuries.

July 10 6:50 p.m.
PFC Pat Shaw responded for an unconscious person inside a vehicle. The individual, Teofilo Diaz Marquez, 30, of Wilson Blvd. in Arlington, VA was arrested for Drunk in Public. He was transported to the Fairfax County Adult Detention Center. The vehicle was towed to a storage area.

July 11 9:10 a.m.
MPO Tom Taylor conducted a traffic stop for a speeding violation. MPO Taylor detected signs of possible drug presence in the vehicle.
Mr. Jean Yamil Risco Macias, 23, of Jermantown Road in Oakton, VA was summonsed for Speeding, No Drivers License, and Possession of Marijuana. He was released upon his signature.

July 11 12:45 p.m.
Officer Mike Finelli conducted a traffic stop for improper passing of a vehicle. His investigation revealed that the driver, Mr. Matthew B. Fancher, 20, of Norfolk Lane in Falls Church, VA was operating an improperly registered vehicle and driving while his privilege was revoked in Virginia.
Mr. Fancher was arrested and transported to the Fairfax County Adult Detention Center and formally charged with Driving While Privilege is Revoked and Improperly Registered Vehicle. The vehicle was taken to a storage location for safekeeping.

Maple Avenue near Berry Street, SE
July 17 4:00 a.m.
Officer Stephanie Wilkerson conducted a traffic stop on a vehicle for excessive speed. After stopping the vehicle and making contact with the driver, she observed signs of possible impairment. The driver, Hector Rafael Gonzalez, 41, of Farr Drive in Fairfax, VA was given roadside sobriety tests and subsequently arrested for Driving While Intoxicated. He was transported to Vienna Police Headquarters for analysis of his breath to determine blood alcohol content. Mr. Gonzalez refused to allow his breath to be analyzed. Mr. Gonzalez was then transported to the Fairfax County Adult Detention Center and formally charged with Driving While Intoxicated- 2nd Offense and Refusal to Submit to a Breath Test- 2nd Offense. He was held on an unsecured bond of $4000.00. Mr. Gonzalez’s vehicle was towed to a storage facility.
