Young Girls Sexually Abused in Vienna Flop House

Multiple Arrests for Unlawful Sexual Conduct
Involving Minors

On July 7, 2008 at approximately 10:00 a.m. Town of Vienna Police Officers responded to a residence on Cottage Street, SW in Vienna for an unwanted guest. An uninvited 19 year old Hispanic male was seen entering a home occupied by three young girls ages 10-13.

Arriving officers located the unwanted subject hiding in a bathtub within the home. The individual and all involved parties were interviewed. Subsequent to conducting interviews, detectives learned of several events which had occurred in the past involving two of the girls.

Additional investigation revealed that sometime during the month of April, 2008 a then 17 year old male, engaged in Unlawful Carnal Knowledge of a Minor with one of the girls. This offense is a Class 6 Felony and the individual, now an adult, is being charged as a juvenile because of his age at the time of the offense. The individual, currently 18 years of age, was arrested and transported to the Fairfax County Adult Detention Center, formally charged, and held without bond.

Continuing investigation revealed that another adult male, Luis Roberto Portillo Ramos, 20 years of age of Vienna, had solicited sex from one of the girls. He was charged with Indecent Liberties with a Child, a Class 5 Felony. Mr. Portillo Ramos was already incarcerated on an unrelated charge at the Fairfax County Adult Detention Center. He was formally charged with Indecent Liberties with a Child and held without bond.

A third adult male, Jose Narisco Ramos Portillo, 19 years of age, of no fixed address was also arrested and charged with Aggravated Sexual Battery involving one of the girls. This charge is an unclassed Felony punishable by 1-20 years in prison upon conviction. This individual was also arrested and transported to the Fairfax County Adult Detention Center where he is being held without bond.

This is getting out of hand. If I hadn't stumbled across this blog I would have no idea about the decline that Vienna is facing. There has to be away to spark community outrage and demand changes now and not wait until the next elections. I have never been actively involved with the community but something needs to be done. Someone give me a sign to put up, I live next to the community center on Park! Or lets start a letter writing campaign. We need to do something active! Check out the attached Wash Post article. The residents of Prince William county have been able to affect change, why can't we????

I wonder if they had on "Soccer uniforms"?

Please pass along the HistoricVienna.com web address to all your friends/neighbors. Some may appreciate learning the real Vienna news. Others will not because it messes up the "party line" here in town.

VPD has confirmed they believe all three to be illegally in the U.S. and have begun the notification process with Immigration and Customs Enforcement as per VPD policy.

There is no crime in Vienna. We are a small Town that is happy and we all love it here. We do not want change. We do not need to go anywhere but Vienna.

It seems town of Vienna police are more interested in busting kids for small amounts of pot than dealing with real crime.

Uh... the Vienna cops arrested these guys, so they appear to be dealing with the real crime?

An employee of a business reported that during the listed times a subject came in to their store and wrote bad checks for computer equipment.

July 4 4:10 p.m.
A citizen flagged down Officer Kristin Ruddy and reported a suspicious event had just occurred. The citizen reported that a subject had made threatening and unusual statements to her. Officer Ruddy located the subject in a nearby store. After the subject became aggressive towards the officer and became disorderly, he was arrested for Disorderly Conduct. The arrested, Mr. Christopher Rodriguez, 20, of Graham Court in Falls Church, VA, was then taken to the Fairfax County Adult Detention Center.

Arrest- Drunk in Public 08-6651

July 9 12:39 a.m.
Officer Stephanie Wilkerson found an individual slumped over on a curb at the Cedar Lane Shopping Center. Mr. Cristobal Martinez Hernandez, 38, of an unknown address was arrested and charged with Drunk in Public. He was transported to the Fairfax County Adult Detention Center.

July 9 7:36 a.m.
A security guard working at the Cedar Lane Shopping Center called and notified officers that an individual was refusing to leave the property after being told to do so. Shortly after Officer Juan Vazquez arrived and spoke to the subject, he agreed to leave and not return.

Child Left Unattended 08-6659

July 9 9:37 a.m.
A 6 year old girl called police stating that she had not seen her mother in a long time. Arriving officers found the girl in an apartment alone. Officer Matt Maiorana was able to locate useful contact information for the girl’s mother as well as her aunt. The aunt believed that the girl was being watched by another individual however, without her knowing, that person had left to go to another job. It was later learned that this family was involved in another case in which Fairfax County Child Protective Services was involved. They were notified of this event as well.

So we have identified the Cedar Park Shopping Center as what passes for a trouble spot in Vienna. Coming from South Arlington, and living on a block with three flophouses out of about 40 houses, my panic button is a bit harder to push.

Would it help to set up a satellite police office in the center, akin to the satellite office Alexandria City police have in the Potomac Yard shopping center?

I'm sorry Mr. Pickrill, your personal acceptance of illegal activity (flophouses violate zoning laws and are on the books for a reason) is not an excuse for tolerating these activities on our families and neighborhoods.

As for a VPD satellite office, that will only address a reactionary approach to crime. What the VTC should be looking at is the cause and effect. Addressing the root of the problem is ultimately the solution. Unfortunately, for the tax paying citizens of Vienna, the Mayor and Town Manager have publicly stated on numerous occasions that they enjoy a "wonderful" and "cooperative" relationship with the Cedar Park Shopping center and Vienna Park Apartments. I am quite confident that the VTC covets the tax money collected from these businesses. And, there you have it, the complete sell-out and disregard for an entire section of your neighbors.

So it's no big deal, huh? I can walk about my door and point out 8 flophouses. When it was only two, I contacted the Vienna TC, and of course, they did nothing.

So now I have 8 and more will come. Thanks Vienna TC.

Patrick St. Resident: How is the system supposed to work when the legal leaseholder/owner decides to allow his six best friends to live with him?

Manassas Park seems to have done a decent job of balancing the need for enforcement of zoning/health laws and avoiding a general 'AAR! Hispanics out!' that seems to have hit Prince William and Manassas.

I would focus initial enforcement on flophouses whose occupants break other laws (and quite probably are in this country illegally.)

I would like to know what crime was in Vienna during the 70s and 80s as compared to today -- just for the sake of comparison.
