McLean Police District – A 21-year-old woman was assaulted while walking in the 8600 block of Park Street in Vienna. On Sunday, June 7 at around 9 p.m., the victim was allegedly grabbed by a man who forced her to a near by dumpster. The suspect sexually assaulted the victim before she was able to break free. She did not require medical attention.
The victim reported the incident on June 8 and officers located a suspect in the area of the alleged incident. The suspect, Edwin Requeno-Lemus, 34, of 148 Cedar Lane #194 in Vienna was arrested and transported to the Fairfax County Adult Detention Center. He was charged with abduction and sexual battery.

Look into the Government Census data for Rape rates in Vienna and the rest of the state and other cities. Wonder why it's the highest in Northern VA? Wonder why it never gets much press in the real newspapers or the rags put out by the realtors? Ever wonder why we got to be voted #4 best town to live in? Yes, when you don't report the news, everything looks great on the surface, but Maud and Seeman want you to have the impression that all is quiet on the eastern front, so the can keep their seats on council or their power base (Maud is not gone, yet)...

The Vienna Park Apartments (also called the Cedar Park Apartments by some folks) are owned by Southern Management.
As a reminder, Vienna Park Apartment residents have in the past year committed the following crimes: malicious woundings with weapons, sexual assaults (some on little girls), prostitution, theft of property and personal robberies. And let's not forget the MS-13 gang activity.
We've begged Mayor Seeman and other Town Council members to hold Southern Management's feet to the fire about the crime their tenents are inflicting on our neighborhood. But Mayor Seeman and the Vienna Town Council have done NOTHING. And I don't expect that to change now.

But are the rape numbers any higher than the county average? How do they compare to Arlington or Alexandria?
Unless you can breakout the stats for Vienna versus other parts of the county, I think it is hard to say that it is highest in Vienna. I'm not saying its not, but I'd like to see similar data for the unincorporated "towns" like Annandale or the area outside the city limits of Fairfax and Falls Church.

Who owns "Cedar Lane Apartments"? I get multiple companies for the same address: 212 Cedar Lane.
According to my Web search, Southern Management LLC is a big corporation that owns thousands of apartments around the Beltway and can afford hire as many security guards as it needs to provide security for its properties.
Why does the bloated TOV Police Department do nothing while the wealthy corporations that own Vienna convenience stores and "Cedar Lane Apartments" allow criminal activity to occur daily on their properties?
Finally, how much have these wealthy delinquent corporations contributed to Maudie's, Jane's, and other Creepublican campaigns over the years?

This incident didn't occur on the community, I live here and they do have a security guard, the community is located on Cedar Lane and Patrick Street, this incident occurred on Park Street. the person who committed the crime probably lives here, but why should Vienna Park take the blame for his actions, i'm sure he has to qualify just like the rest of us. Don't get me wrong I'm not justifying what happened, but come on people why push the blame on the company, would more security really help? after all how many police officers are there and crimes still occur in Vienna...hello people wake up, life is life and it ain't the 50's were things were safe. no matter where you move you are still gonna have these problems, face it!

Well your landlord doesn't seem to be doing too good a job of tracking whether there are more people living in apartments beyond the people signing the lease, and terminating the leases if people violate them do they? This would go a long way to keeping people with "no fixed address" out of Vienna.

Well, what do you expect? Town Council are a bunch of Chamber of Commerce Republicans who never met a large corporation they didn't like. Editor of the Sun-Gazette is a Realtor and on the board of a local Chamber of Commerce. TOV Police Department are a bunch of Barney Fifes who want to lock people (especially minorities) up. And the Town's DemoYups go around pointing to Cedar Lane and other neglected properties and calling for the total Clarendonification of Vienna. What a circus. And every year we pay more in taxes to keep the mess going.

YOUR TENENTS are conducting the majority of the criminal activity in Vienna (ask the VPD) and you are knowingly renting apartments to LARGE groups of people who you have NEVER done background checks on.

I'm not the PM, and I can prove it, I will be happy to meet up with anyone, but I guess we have lots of coward who wouldn't want to meet up. Here is a thought, did you get a background clerance when you purchased your home? oh yea that's right, you didn't! come on people stuff like this happens, the best we can do is keep our guards up and be precautious. Not everyone that lives here are criminals, i'm not. if you are gonna point out the apartments, you should also point out your neighbors that rent their homes or basements as well, after all they are landlords too, right? I too don't like illegals, as they aren't paying taxes and living off of our free services, but not all illegals are criminals, some are truly interested in starting a new life here in the states, but the goverment won't give them a legal status to do it properly...

Get with the program, "Huh?". Now that the area is trending Democrat, HV accuses the town council and mayor of being Republican neocons. When the area was trending Republican in the past, HV accused them of being tax-and-spend Democrats. If Deeds loses the election for governor in the fall, HV will go back to calling them Democrats again. Consistency is not important here.

Considering the amount of resources this town spends responding to calls at the apartments, I would think that Mayor Seeman and the TC would be eager to solve this situation.
The Town needs to install a police sub-station down at the Vienna Park Apartments. This proactive step will minimize the amount of reactions (calls) the police need to make in that area. They can keep closer tabs on crime and develop positive relationships with the children and adults who live in the apartments.
Have the town lawyer request that SM provide one of their apartments for the substation. The Town should threaten to enforce all of the code violations at the apartments if SM isn't willing to do the deal.

A security guard at Vienna Park Apartments located an apparently intoxicated individual and notified police. The subject had been found in a laundry room and was unresponsive.
Officer Wilkerson arrested Aurelio Gomez Villanuevo, 26, of No Fixed Address for
being Drunk in Public. Further investigation revealed that Mr. Aurelio had a fake social security card and resident identification in his possession.
The subject was transported to the Fairfax County Adult Detention center and held on
$500 bond.

A security guard at Vienna Park Apartments notified police about an apparently
intoxicated individual that was being detained.
The security guard had observed Marvin Selgado Marquez, 33, of Annandale, Virginia peering in through a window in to an apartment.
Mr. Marquez was arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.

A woman reported that she feels threatened by another family member that lives with her. Various options were explained to the woman by Sergeant Juelharte.

June 10 8:50 a.m.
MPO Evans responded for a disruptive student at the Cedar Lane Center. Upon his arrival he found that the student had been detained by security personnel. The detained student stated he was struck by another student after he accidentally hit him in the head with a basketball (see case #09-5225 below). The student then became extremely agitated, disruptive and loud, tore off his shirt, and began running through the hallways striking things and shouting. Several school employees were able to detain the student until police arrived.
The student, a 16 year old male from Herndon, Virginia was transported to the Fairfax
County Juvenile Less Secure Detention Center after attempts to contact his father were fruitless. School officials obtained petitions for the boy and they were served.
Grand Larceny 09-4799

Between May 27 at 10:00 p.m. and May 28 at 7:15 a.m.
A citizen reported that his wallet and its contents had been stolen from the interior of his vehicle. Unknown subjects had broken out the driver’s side window and removed the wallet.
PFC Lewis collected forensic evidence at the scene and assisted the victim in cancelling his credit cards.

May 23 11:35 p.m.
Officer Ruddy observed an individual attempting to fit a large vehicle in to a small space. The vehicle struck two other vehicles in front and in back as the driver tried to parallel park.
Officer Ruddy made contact with the driver, 33 year old Carlos Adalberto Gomez of
Patrick Street, in Vienna and detected signs of possible impairment. Mr. Gomez was
arrested for Drunk in Public and transported to the Fairfax County Adult Detention
Center. As a result of checking his driving status in Virginia, it was learned that he had a suspended privilege to drive. Mr. Gomez was also charged with Driving on a Suspended Operator’s License.
Arrests- Stolen Vehicle, Possession of Burglarious Tools 09-3550

April 20 1:54 a.m.
PFC Monaco spotted an individual pushing a motorcycle in the early morning hours and he began speaking to the individual. PFC Monaco then observed signs that the motorcycle was possibly stolen and began investigating further.
The individual provided false information relative to several areas of the investigation. More in depth investigation revealed that the motorcycle had been stolen from an area
near the Vienna Park Apartments on Cedar Lane.
Officers attempted to locate the victim of the larceny in the complex by conducting a door to door canvass.
The motorcycle was towed and stored as evidence. The individual in possession of the motorcycle, 18 year old Esdras Madeo Alpires of Bellevue Drive in Falls Church, Virginia was arrested and transported to the Fairfax County Adult Detention Center.
There he was formally charged with Grand Larceny- Auto Theft and Possession of
Burglarious Tools. He is being held on a $2000.00 bond.
Assault Case 09-2548

March 21 1:40 a.m.
Officers responded for a fight in progress in the parking lot of the Cedar Lane Shopping Center. Arriving officers found a woman bleeding from her head and learned that approximately 14 individuals had been involved in an altercation. The woman appeared to have been injured while trying to stop the fighting. She was transported to Fairfax Hospital with non life- threatening injuries. The other involved parties had fled prior to police arriving.
Arrest-Unauthorized use of a Vehicle 09-2725
Maple Avenue at East Street, SE
March 26 6:55 a.m.
After responding to a crash, PFC Mangan determined that one of the involved drivers
was not authorized to be driving the vehicle. The vehicle had been left at another person’s house for repairs by its owner.
The individual that was to be repairing the vehicle is incarcerated and the vehicle had been sitting awaiting his release. The driver, 36 year old Martinez Noel Realgeno of
Cedar Lane in Vienna was arrested for Unauthorized Use of a Vehicle and No Operators License. He was transported to the Fairfax County Adult Detention Center and held on a$2000.00 bond.
Assault Case 09-2206
100 Block Patrick Street, SE
March 10 5:42 p.m.
A citizen gave an individual selling jewelry some money. A short time later the same
individual along with others returned and demanded the wallet of the resident. As the
resident stepped outside; he was punched in the face by several individuals. The
assailants fled towards the Cedar Lane Shopping Center.
Forgery 09-2235

March 11 12:24 p.m.
An individual attempted to pass a forged check at a teller’s window. The alert teller knew of the account holder and became suspicious. It was learned that individuals soliciting tree work and roofing work had been allowed inside the residence of the account holder in the past few days when the checks were stolen.
Robbery 09-2258

March 12 12:01 a.m.
Officers were summoned to the parking lot area of the Cedar Lane Shopping Center for a reported robbery which had occurred approximately ½ hour prior. Officers located
several pieces of forensic evidence and collected them. The victim was treated and
released from an area hospital.

A woman told police that an individual known to her has been making threats to harm her and has been following her around. The subject was then spotted by Sergeant Smith and when approached, he fled. Officer Maiorana engaged in the foot pursuit and caught up to the subject on McHenry Street. There he was arrested and transported to the Fairfax County Adult Detention Center. Mr. Rivelino A. Villegas, 32, of Parkwood Court in Falls Church was then charged with Stalking and Drunk in Public. He was held on a $5000.00

February 22 8:32 p.m.
Officer Myers responded for a suspicious person complaint. Upon his arrival he located
the described individual and detected signs of impairment. The individual, Mr. Oscar A.
Martinez Realegeno, 29, of Cedar Lane in Vienna was arrested for Drunk in Public. He was transported to the Fairfax County Adult Detention Center.
Unauthorized Use of a Vehicle 09-98

Between November 25, 2008 and January 5, 2009
A town resident allowed a friend to use her car for an emergency on November 25, 2008. The friend was to return the vehicle the next day and did not do so.
Several attempts to contact the friend and inquire as to the status of the vehicle were met with negative results. After a period of time, contact was made with the individual and an agreement was reached regarding an actual purchase of the vehicle by the person that borrowed it. The payments were never made and therefore the victim notified police.

December 24 between 1:00 a.m. and 9:00 a.m.
A substantial amount of cash, various electronic items, alcohol, and appliances were
stolen from the restaurant during the listed times.
Domestic Dispute 08-12788
200 Block Cedar Lane, SE
December 28 3:24 a.m.
Officer Myers responded to a domestic disturbance call. After his arrival, he located the involved parties and separated them. Further investigation revealed that the two had been arguing and the male party had grabbed a knife and bent it on a table.
During his investigation, Officer Myers observed suspected marijuana and various drug
paraphernalia inside the apartment. Officer Myers charged 43 year old David Settle of Glade Bank Way in Reston, VA for Possession of Marijuana. He was released upon his signature on the summons for the violation. Mr. Settle then left the residence for the night.

December 30 7:18 p.m.
PFC Shaver responded for an individual that was found to be trespassing on the grounds of the Vienna Park Apartments. The individual was spotted by the on- duty security guard and detained for police.
PFC Shaver had prior knowledge of the individual and his status as having been banned from the property. The subject, Efrain Pineda- Marquez, 35, of no fixed address was arrested for Trespassing and transported to the Fairfax County Adult Detention Center. There he was held on a $250.00 bond.
Suspicious Event/ Reckless Driving 08-12652
1100 Block Desale Street, SW
December 21 11:17 p.m.
PFC Shaw and other units responded to a report of gunfire being exchanged between two vehicles. One of the vehicles was located by PFC Shaw driving recklessly in the Cedar Lane Shopping Center. After investigation, it was determined that the driver had a suspended operator’s license and that the sounds reported as gunfire were actually beer bottles being thrown from one vehicle to another.
The driver of the vehicle found by PFC Shaw was issued a summons for Reckless
Driving and released upon his signature.

December 14 7:29 p.m.
A citizen called police advising that there was loud activity in the park area near his home. Upon his arrival, PFC Monaco found two individuals that were consuming alcohol and littering. The individuals were also found to be intoxicated.
Both individuals were arrested and transported to the Fairfax County Adult Detention Center. There they were formally charged with Drunk in Public and Littering.

November 30 1:45 p.m.
A citizen called to report an individual that was having trouble standing up near the
Roadway. Officer Mangan located the individual and determined that he was intoxicated.
The individual, 36 year old Fidel Guerrero Diaz of Cedar Lane in Vienna was arrested for Drunk in Public. He was then transported to the Fairfax County Adult Detention Center.
Burglary 08-11730

November 22 between 2:30 a.m. and 9:30 a.m.
An unknown individual burglarized the listed location and stole items from inside the restaurant. Entry appeared to have been gained via a rear entry door.
Arrests- Shoplifting (Concealment), Drunk in Public 08-11323
Vienna Rexall
150 Maple Avenue, West
November 10 5:10 p.m.
Officer Maiorana responded to the Vienna Rexall for a shoplifter that was being detained by a store employee. The subject had concealed some prophylactics in his pocket and was observed doing so by a store employee.
After his arrival, Officer Maiorana also determined that the subject was intoxicated. The individual, 43 year old Felipe Lemus Nolasco of Cedar Lane in Vienna was arrested and charged with Concealment and Drunk in Public. He was then transported to the Fairfax County Adult Detention Center.
Identity Fraud Case 08-10863

October 22 between 9:00 a.m. and 5:00 p.m.
A citizen reported that another individual used his name to try and obtain an apartment at the Cedar Park Apartments.
Arrest- Drunk in Public, Possession of Marijuana 08-11401

November 12 11:37 p.m.
Officer Vazquez responded to Neighbor’s Restaurant for a disorderly subject. After
making contact with the management, Officer Vazquez interviewed the disorderly male.
After being told to leave the restaurant, the individual began taunting Officer Vazquez
and pulled a can of beer out of his pocket, opened it, and began shouting at Officer
Vazquez.
Officer Vazquez then placed Mr. Richard A. Fill, 39, of Patrick Street in Vienna under
arrest for Drunk in Public. A search incident to arrest revealed a container of suspected marijuana. Mr. Fill was transported to the Fairfax County Adult Detention Center and
formally charged with Possession of Marijuana and Drunk in Public. A $750.00 bondw as set.

November 6 8:05 a.m.
Officer Finelli responded to the Cedar Lane Center for a wanted juvenile. A warrant was
on file for a student charging him with Violation of Probation. The student was arrested and transported to the Fairfax County Adult Detention Center as he was found to be an adjudicated juvenile.
Suspicious Person 08-10764

October 25 9:38 p.m.
Officer Wilkerson responded for a reported suspicious person holding a rifle on the
grounds of the Cedar Lane Center. After arriving, she and other officers determined that the “rifle” was actually an umbrella.
The subject was verbally warned about trespassing on school grounds after hours.
Malicious Wounding at El Punto Restaurant
On October 25, 2008 at 4:30 p.m. officers responded to the El Punto Restaurant for a
reported assault. After their arrival, officers located a 34 year old Hispanic male victim that had a large cut across his face. The victim stated he had been struck with a broken beer bottle.
Further investigation revealed that the victim was inside the restaurant and was blindly struck with the bottle by an unknown assailant. Witness statements provided several leads which will receive follow up attention from Officer Ruddy.
Assault Report 08-10465

October 19 12:30 a.m.
As Officer Finelli was patrolling the Cedar Lane Shopping Center he observed one individual strike another in the head in front of the El Punto Restaurant. The aggressor fled from Officer Finelli and was not apprehended.
The victim sustained minor injuries but refused treatment.

A citizen reported that he was assaulted by 5-8 unknown individuals near Pizza Bolis in the Cedar Lane Shopping Center. The victim sustained minor injuries and did not require medical treatment.

A juvenile was arrested based upon a detention order which was on file in Fairfax
County. The juvenile was transported to the Fairfax County Juvenile Intake Center and released to their custody
Malicious Wounding at El Punto Restaurant
On October 11, 2008 at approximately 9:14 p.m. Vienna Police officers were dispatched to the El Punto Restaurant 262 Cedar Lane, SE in the Cedar Lane Shopping Center for areport of a man wielding a knife. While units were responding to the restaurant, the situation type was updated to a stabbing which had just occurred.
Upon their arrival, officers found an adult male victim who had been cut in the hand and wrist areas. Medical attention was provided by officers and the Fairfax County Fire and
Rescue Department responded for further treatment.
The suspect was located a short distance away from the restaurant and arrested. The

While patrolling the Cedar Lane Shopping Center, PFC Bailey observed one individual
push another subject. The second party responded by taking a swing at the first
individual.
After investigating, PFC Bailey arrested both parties for Drunk in Public. Both men were then transported to the Fairfax County Adult Detention Center.

Officer Vazquez was patrolling in Yeonas Park during the night when he observed a vehicle in the parking lot. Upon closer observation, Officer Vazquez observed three individuals gathered around the vehicle. Two of the subjects fled upon his arrival and thethird was detained.
After speaking with the detained individual, Officer Vazquez determined that he was
intoxicated. Mr. Jose L. Lopez, 42, of no fixed address was arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.

Officer Monaco responded to the Patrick Street area for a reported intoxicated individual.
Upon his arrival he found an intoxicated subject known to him. The subject had been told not to return to the Vienna Park Apartment property in the past.
Officer Monaco arrested 34 year old Efrain Pineda of no fixed address for Drunk in
Public and transported him to the Fairfax County Adult Detention Center.

September 8 10:42 p.m.
A female known to officers was observed acting suspiciously near the Cedar Lane Shopping Center. After conducting surveillance, she was interviewed by MPO Evans and PFC Shaver. The woman stated that she engages in sexual acts multiple times during the day with random males. The acts are committed in one of the nearby apartments.

A former boyfriend was suspected of assaulting his former girlfriend while engaged in An attempt to rekindle the relationship. The boyfriend was directed to release the arms of the victim by a coworker. The suspect then fled the scene.

PFC Shaw observed an unsteady individual attempting to walk on the sidewalk of the
Cedar Lane Shopping Center. After interacting with the subject, PFC Shaw arrested 48
year old Felipe Lemus Nolasco of Cedar Lane in Vienna for Drunk in Public. He was
transported to the Fairfax County Adult Detention Center.
Disorderly Person in Need of Medical Assistance 08-8870

September 4 12:02 a.m.
A citizen called and reported that an individual was standing in the parking lot screaming obscenities. PFC Lewis located the individual and detected evidence of intoxication. The individual was incoherent to the point that Fairfax County Fire and Rescue EMS was summoned for the subject to have him checked out medically. The individual was then transported to the hospital for treatment of possible alcohol poisoning.

A lawn maintenance worker was mowing the lawn outside the Cedar Lane Apartment
complex when a resident began yelling at him. The resident threatened to kill the worker
if he didn’t quit cutting and making noise.

A subject was spotted urinating in public by PFC Shaver at the Cedar Lane Shopping Center during the early morning hours. The subject, 36 year old Misale Garcia- Gonzalez of no fixed address was arrested and charged with Drunk in Public. He was transported to the Fairfax County Adult Detention Center.
Fraud Case 08-8243 (Related to Crash Case 08-0409)
100 Block Patrick Street, SE
January 25 12:00 p.m.
On January 25, 2008 a pickup truck crashed in to the side of an apartment building at the Vienna Park Apartments. As the insurance company began to investigate the claim, they discovered that the brake system on the vehicle had been tampered with.
Investigation by Lieutenant Marsh of the Vienna Police revealed that the brakes were in fact altered by an individual. The truck had then crashed in to the building and the owner had attempted to deceive the insurance company by saying the brake lines were cut. In actuality, the brakes were altered intentionally by the truck’s owner as a quick fix for a leak.

August 3 2:34 a.m.
Sergeant Clingerman conducted a traffic stop after observing a vehicle commit several traffic infractions. During his interaction with the driver, Sergeant Clingerman observed signs of impairment.
Field sobriety tests were conducted and the driver Mr. Robert Kennedy, 23, of Cedar
Lane in Vienna, was arrested for Driving While Intoxicated. He was then transported to the Fairfax County Adult Detention Center and his breath was analyzed to determine the blood alcohol content.
Subsequent to analysis of his breath, Mr. Kennedy was formally charged with Driving
While Intoxicated and held on a $2500.00 unsecured bond. His vehicle was towed and
stored.

August 3 6:37 a.m.
Officer Ruddy and Officer Vazquez responded to investigate a suspicious event. After Officer Vazquez was able to determine what had occurred while speaking Spanish, it was learned that a juvenile in the area was wanted on an active detention order.
The 17 year old juvenile male was taken in to custody and transported to the Fairfax
County Juvenile Intake Center.

Sergeant Clingerman responded to the Cedar Lane Shopping Center for a disorderly
subject. Upon his arrival he located an individual that had been involved in a

Mr. Will Omar Alvarez, 19, of Cedar Lane in Vienna was arrested and charged with
Drunk in Public. He was then transported to the Fairfax County Adult Detention Center

July 25 10:53 p.m.
Sergeant Clingerman observed a vehicle commit several traffic infractions and conducted a traffic stop. During the traffic stop he determined that the driver was possibly impaired.
After some field investigation the individual was arrested for Driving While Intoxicated.
The driver, Mr. Marlon Javier Centeno-Hernandez, 26, of Cedar Lane in Vienna was
transported to the Fairfax County Adult Detention Center for analysis of his breath to
determine his level of intoxication. After the test, he was formally charged with Driving
While Intoxicated- 3rd Offense in Five Years and held without bond.

July 30 5:15 a.m.
A vehicle had all four tires flattened while parked at the Islamic Center in the Cedar Lane Shopping Center.

July 31 12:11 a.m.
A security guard at Cedar Lane Shopping Center called to advise that there were
intoxicated individuals that would not leave. Officer Finelli arrived and investigated.
After his investigation, one individual was arrested for Drunk in Public. The arrested, 39
year old Marka Penerro of Battery Road in Vienna was transported to the Fairfax County Adult Detention Center.
A second individual was also found to be intoxicated and was arrested by Officer Simon
and transported to the Fairfax County Adult Detention Center. The arrested was Fidel
Guerrero Diaz, 36, of Cedar Lane in Vienna.
9-1-1 Hang- up call- Person with a Gun 08-7113
200 Block Cedar Lane, SE
July 19 7:25 p.m.
Officer Maiorana was dispatched along with other units for a 9-1-1 call in which the
caller had hung up before much information could be gathered. The location was
determined via an electronic system which identifies the location of an emergency phone call even if no verbal interaction takes place.
Upon his arrival Officer Maiorana located several individuals and began investigating.
The investigation revealed that some of the subjects were involved in a verbal
confrontation with some individuals that claimed to be members of a gang. Detective
Sheeran, a Vienna Police Detective assigned to a regional gang task force, was called and he responded to the scene.
Detective Sheeran was able to determine that one of the individuals involved in the
confrontation had made gestures which could be construed as implying a weapon. He
interviewed all participants in an attempt to gather more information on the individuals
involved.

July 20 3:37 a.m.
PFC Shaver and several other units responded for a 9-1-1 call in which the caller had
hung up the phone before any verbal communication took place. The location was
determined via a system which enables Vienna Police Dispatchers to locate the origin of
emergency phone calls.
After arrival, it was discovered that two individuals were involved in a confrontation
inside the El Punto Restaurant. The argument spilled over to the outside when the
restaurant closed.
It is believed that one victim was assaulted by two others and struck in the head however; several parties were less than cooperative with police. Two subjects appeared intoxicated and were subsequently arrested for Drunk in Public. Both subjects were transported to the Fairfax County Adult Detention Center.

Officer Monaco observed two individuals drinking beer in the open while patrolling the
Cedar Lane Shopping Center. The cans were being discarded down a sewer drain behind the shopping center.
When the subjects observed the officer, one of them fled on foot and was apprehended by Officer Monaco after a short foot pursuit.
Both subjects were arrested for Drunk in Public and transported to the Fairfax County
Adult Detention Center where they were each held on a $750.00 bond.

July 22 8:42 p.m.
On July 22, 2008 at 8:42 p.m., the Department received a phone call from a 13 year old juvenile female stating that she had been assaulted. Upon arrival officers found the girl at a neighbor’s apartment. She had fled her own apartment after the assault.
The girl stated that her mother, 32 year old Aalla Siddig, of Cedar Lane in Vienna had beaten her about both arms and one leg with a coaxial cable wire used in making cable T.V. connections. The beating was in response to the girl not returning home as requested and being generally disobedient. Multiple welts were observed on the girl’s appendages.
Fairfax County Child Protective Services was contacted and they responded to the apartment. The mother was arrested by Officer K. Smith and transported to the Fairfax County Adult Detention Center where she was charged with Domestic Assault of a
Family Member and held on a $2500.00 bond. An Emergency Protective Order was
issued as well. The victim and her siblings were placed in to the care of the mother’s brother in law.

July 11 12:45 p.m.
Officer Mike Finelli conducted a traffic stop for improper passing of a vehicle. His investigation revealed that the driver, Mr. Matthew B. Fancher, 20, of Norfolk Lane in Falls Church, VA was operating an improperly registered vehicle and driving while his privilege was revoked in Virginia.
Mr. Fancher was arrested and transported to the Fairfax County Adult Detention Center
and formally charged with Driving While Privilege is Revoked and Improperly
Registered Vehicle. The vehicle was taken to a storage location for safekeeping.

Officer Steve Simon and Officer Mike Finelli responded to the pool area at the Vienna Park Apartments for disorderly individuals disturbing other swimmers and harassing the lifeguards.

transported to the Fairfax County Adult Detention Center.
Willians Holl Reyes Dominguez, 21, of No Fixed Address, was also arrested for Drunk in Public and transported to the Fairfax County Adult Detention Center.

A citizen flagged down Officer Kristin Ruddy and reported a suspicious event had just occurred. The citizen reported that a subject had made threatening and unusual statements to her.
Officer Ruddy located the subject in a nearby store. After the subject became aggressive towards the officer and became disorderly, he was arrested for Disorderly Conduct. The arrested, Mr. Christopher Rodriguez, 20, of Graham Court in Falls Church, VA, was then taken to the Fairfax County Adult Detention Center.

July 9 9:37 a.m.
A 6 year old girl called police stating that she had not seen her mother in a long time. Arriving officers found the girl in an apartment alone.
Officer Matt Maiorana was able to locate useful contact information for the girl’s mother as well as her aunt. The aunt believed that the girl was being watched by another individual however, without her knowing, that person had left to go to another job.
It was later learned that this family was involved in another case in which Fairfax County Child Protective Services was involved. They were notified of this event as well.

Officer Steve Simon conducted a traffic stop for a vehicle driving with no headlights.
After stopping, the driver was found to be impaired. The driver, Victor Daniel Castro-
Elguera, 21, of Cedar Lane in Vienna, was arrested for Driving While Intoxicated, No
Operators License, and Driving with No Headlights. He was taken to the Fairfax County Adult Detention Center and charged formally. Immigration and Customs Enforcement (I.C.E.) was notified of the arrest as Mr. Castro- Elguera was found to be an illegal alien.

Cedar Lane Center is a school for disruptive students operated by Fairfax County Public Schools. I think they get kids who were expelled from normal schools. It's not surprising that they get a couple police calls each year.

OK - I already accept that you hate me on some level -I can deal with that.
I shop the Cedar Lane strip - Go there to the CVS, 7-11; went just recently to put some floor rugs in the commercial laundramat.
It's not the IDEAL neighborhood in Vienna, by a long shot...but People DO live here in these apartments who are honest, hardworking and kind.
I have never felt threatened or uncomfortable. I have been welcomed and embraced by many of those neighbors, and though I see that some have problems, I cannot dismiss them as a whole.
I LOVE (some of) my Cedar Park neighbors!

If you don't live near the Vienna Park apartments, it would be easy to be placated by all the denials by the town and some of the Southern Management people who are posing as renters on this blog.
I live on Patrick St, and I can tell you that there are a lot of incidents at those apartments that isn't put in the paper or the town crime reports.
Eventually this nonsense will spread throughout the town, and Vienna will become another Herndon. Thank you, Mayor Seeman and the Vienna Town Council.

The Vienna Town Council is a bunch of RepubliCrats who toe the local Chamber of Commerce line on housing, immigration, transportation, law enforcement, development, etc. Town Motto is: "Don't Worry, Let's All Get Along and Be Happy. Auntie Maud and Auntie Jane and the Chamber know What's Best.

Why would it be in the interest of corporations in the Town to have a crime hotspot on the Town's SE corner?
I'd like to see how much of a crime increase there's been in the Town since 2005; simply datadumping a number of citations offers no context, as in 1990 or 2000 it may have been worse.
Perception is way more important than reality in some cases. For the County as a whole, the frequency of violent crime climbed threefold between 2000 and 2005. But even in 2005 it was 1/3 of what it was in 1980, and 1/2 of what it was in 1990.

Who to blame for the Cedar Lane Mess? I agree - the USA has, de facto, been run by the U.S. Chamber of Commerce for the past 30 years.
Why do we need massive immigration? There were about 4.3 million births in the USA last year. About 2.3 million deaths. About 1.5 legal and illegal immigrants and refugees added to the U.S. population every year. At least 500,000 good U.S. jobs outsourced last year. National unemployment rate is now 9.4%.
So what does the Vienna Town Council say: "Let's all get along." What a bogus crock of elitist crap. The TOV elitists and their corporate campaign contributors want a slave wage, illiterate, and dysfunctional labor force and never mind who pays and who gets hurt as the consequence.

If Vienna was a Republican bastion it would not have voted 60% for Obama. If Vienna was a Republican bastion its politics would not be dominated by old school "class" motivated Democrats. That distinction is not small either. The newer, more upwardly mobile Democrats in Vienna want to see new development etc., same with Republicans. But the 1000 old farts who vote HATE anyone who has more money than them. It is a very union style of thinking.

If you really are a young republican, which I doubt, you certainly no little about politics and politicians is you really believe the tripe you are typing.
Obama's winning was most certainly due to a "perfect storm of opportunity: hatred for the Bush Administration and his total lack of ability to due anything to keep the republican party strong, and the massive ACORN turnout coupled with a strong democratic (Large D) voter push to vote for anyone with a D behind their name, and to hell with the results.
You have to hand it to Obama, he's very good at presenting a person one would love to vote for, but that's about it. There's no substance behind that mug. I am not sure if many of his supporters are keen enough to know the difference. And that, will probably put us into a tailspin which may take decades to correct. For some reason, these people still think they can spend their way out of the problems we are facing today. And that's just wrong, don't people read history? Look at what happened in the beginning of our 20th century.
Also, read and analyze what Ayn Rand wrote about in Atlas Shrugged, and you will see a street map of what the current administration is attempting to do with our businesses and economy. It won't work; it didn't work in Europe, and it won't work here.

If I want to read about national politics, there are a lot of other places I go to other than historicvienna.com. Please lets get back to local issues.
Instead of talking about the budget for Vienna which could have been a productive discussion, people are wasting time arguing about Obama's policies here like they has any real relevance to Vienna. The only relevance they have is if there is any money given to Vienna or taken away. Other than that I don't see any correlation.
