Another Crime Statistic That We Really Don't Want to Talk About

Admitting a problem just means losing our charm, eh?

Woman assaulted on W&OD Trail Source: Fairfax County Times Wed, July 15, 2009

At about 2 p.m. on July 15, a 25-year-old woman was assaulted while jogging on the Washington and Old Dominion Park Trail in Vienna between Ayrhill Avenue and the northern Vienna town line, near the bridge to Northside Park. As the woman was running, a man approached her on a brown or tan "cruiser" style bicycle.

The man rode toward the woman from the front, stopped his bicycle, and got off. He then exposed his genitals to the woman and began shouting at her.

As the woman attempted to run away from the man, he grabbed her and threw her to the ground. He then positioned himself on top of her and continued exposing himself and shouting, according to a release.

The woman was able to break free and fend off the attacker. She ran for assistance and a citizen called police. The assailant left the scene on his bicycle.

The assailant is described as white, 35-45 years old, clean shaven, well tanned, wearing black swim trunks and no shirt. He wore white sneakers and a black cyclist-type hat with the brim flipped up.

Hmmm, I'm all for admitting problems, but does this crime fit any kind of pattern? Certainly we have problems in Vienna, but a flasher (albeit a violent one) is not indicative of a larger pattern of such crimes, at least from what I've heard. We have other violent (and non-violent) crimes happening in our midst, but I don't see this as part of a bigger picture. The fact that it happened in the middle of the day on a presumably low-crime part of the town is troubling, I grant you, but again, not sure if this can be viewed as part of the overall picture or a random and unfortunate occurance..

I don't hike, run, or bike on the W O & D Trail. Even if you are with a group if you have an accident it's a long time before the EMS unit arrives.

Mr. Wallach, I am amazed at your minimizing the violent act on the bike trail. I would consider the incident attemted rape or attempted murder. Do you think it would have ended like it did if he had more time? Do you think it is over or will he stike again? These guys are not to be discounted as not dangerous.

This isn't a big deal either, eh?:

Vienna Man Charged with Rape, Burglary
Tuesday, July 21, 2009

Fairfax County police arrested a 19-year-old man after he allegedly sexually assaulted a Vienna-area woman in her home, police said.

Police were called to a home in the 2600 block of Glengyle Drive at around 1:30 a.m. on July 18. The victim, a 48-year-old woman, had awakened and found a man in her bedroom, police said.

The suspect allegedly sexually assaulted the victim and fled from the home, police said. The victim ran to a nearby apartment and called police. Authorities transported her to Inova Fairfax Hospital to be treated for non-life-threatening injuries.

Police located the suspect around 1 a.m. on July 20 at a nearby business. Police transported the suspect, a Vienna resident, to the Fairfax County Adult Detention Center, where he was charged with rape and burglary with the intent to commit rape.

Why is the assault described as "alleged" by Trompeter? Is the Town downplaying this or is the whole incident being called into question?

Female Jogger *Allegedly* Assaulted on W&OD Trail
by BRIAN TROMPETER

This incident is troubling, but it sounds like someone with a mental problem and not necessarily a violent criminal. People with mental problems, particularly those that aren't getting the care they need, may act out like this. It is frightening and it certainly is a violent act, but I think there is a difference between a guy who behaves this way because there is something medically or psychologically wrong with him and someone who is trolling the W&OD looking for women to attack. I would hope that the police can catch this guy and make sure he is taken care of, and that care may not be simply throwing him in jail.

Before you say I don't have enough concern or that this is all cold comfort to the woman who was attacked, I myself have been assaulted by someone with mental retardation. When I was a kid, I was attacked and knocked flat to the ground by someone with severe mental retardation. I was simply passing this person in a hallway and did nothing to provoke the attack. This person was under the supervision of trained staff and it still happened. I was scared and stunned, but not hurt. All the same, while a violent act, it wasn't because the person was violent or a threat to children in general. It was just that this person had serious problems that were largely being managed, but that can't always be controlled. The guy on trail went further that this, obviously, but I wouldn't want to simply lock him up and this one incident doesn't deter me from using the trail.

Once again, the Sun Gazette left out some important info (found in the Fairfax Times). Was it ineptness or did someone on the police force or town council ask them to?

"Police found the suspect around 1 a.m. Monday at a nearby business. Roger Edgardo Reyes-Martinez, of 100 Moore Ave. in Vienna, was taken to the Fairfax County Adult Detention Center and charged with burglary with the intent to commit rape and rape."

This is not simply a "mentally retarded" person as you would like to see. This is, frequently, just one of the progressions of criminally sexual deviant behavioral stages in persons engaging in sexual crimes, and these people may progress to more serious crimes including rape and may end up killing their victims. It has nothing to do with low IQ.

This person needs to be stopped and thrown in prison, unfortunately, they are usually treated as a non-serious crime.

Actually, the same information DOES appear in the Sun Gazette. See page 10 of the issue dated 7-23. And it correctly identifies the crime location as "Vienna-area", since it occurred ouside the ToV. Not to diminish the incident, but there's crime everywhere.

How do you charge someone with burglary for assaulting a woman on the bike trail? It sounds like you're talking about a completely different incident.

Assault Case 09-6779
200 Block Cedar Lane, SE
July 19 between 6:00 p.m. and 11:00 p.m.

Officer Simon was flagged down by a husband and wife that stated the wife had been harassed by some young male subjects a couple days ago. When the husband confronted the males, they stated that they would return and kill him because they were gang members.

On July 20th the same individuals were seen following the husband and wife. When the pair called police the subjects fled the area.

The important part of the article was not that it occurred 2 blocks outside of town but that a *town* resident perpetrated it. The Gazette did not report this:

http://www.sungazette.net/articles/2009/07/26/fairfax/news/fe763c.txt

If this town council and Maud Robinson and Mayor Boob Seeman had any brains they would realize that they are the cause of these problems. Vienna desperately needs more police, and what do they do? they parade around in their own fake security uniforms and pretend that that is all Vienna needs to be safe.

What a bunch of jello heads and do nothings.

What a laugh... maybe they can just close down Vienna and call it a war zone... maybe apply for emergency aid... well, folks, it's only going to get worse, so if these are the idiots you want running the town, this is the type of crimes and activities you are going to have to settle with, because they couldn't stop a dog from pissing on a street lamp, and you think they can solve the problems with higher crimes, higher taxes, and all our traffic problems? simple: No. They don't know how. They want you to think this is Mayberry RFD, when it fact is is turning into a barrio of Tysons Corner.
