Details:Police responded to a call for an intoxicated male harassing patrons at the Patrick Henry Library. The subject was identified as Emmett Thomas Mountcastle, 49, of Meadow Lane in Vienna. He was arrested for being Drunk in Public and transported to the Fairfax County Adult Detention Center.

Details:A window was broken on a vehicle in the parking lot of the Patrick Henry Library. Nothing was removed from the vehicle.

Details:An officer observed several young men behind the library and subsequently charged Robert Michael Ashwell, 18, 11626 Ayreshire Rd., Oakton, with drunk in public and Justin Plymack, 18, 2752 Marshall Lake Dr., Oakton, with underage possession of alcohol.

Another Stabbing at Cedar Lane. Is that News? Comments (5)

Hi Everyone, Want you to be aware that there was a stabbing at the Cedar Park Shopping Center this morning. This is what we've been able to find out: The Vienna Police reported the first call about the incident at 8:40am this morning, and the Fairfax County Police assisted the Vienna Police with apprehending the assailant, who had fled the scene and ditched the knife somewhere on Patrick St. The Vienna police continued to search this afternoon for the weapon. The victim is in the hospital, and the assailant is in jail. We don't know the names of either yet, or if there was a robbery or gang member involved. Thank goodness our neighborhood schools were put on lock-down during the search for the assailant. However, we are disappointed that there was no reverse 911 call to notify neighborhood residents. Will let you know more as we know it. Thanks, VCG

Know the one way section of Church Street behind the Marco Polo? It is one way because we have an 85-year old Maud who wants it that way. It's not one way for ANY logical, definable reason. And of course it has been that way for some time. Recently, however, Maud has been deploying the Vienna Police to stake out and "catch" people violating the this one way nonsense. Don't you think our Police feel stupid enforcing a petty and silly law that actually limits Town traffic flow when they could be doing much more important work?

Police Crack Down on Crime at Cedar Lane Shopping Center Comments (4)

Vienna police in recent months temporarily assigned three officers to fight recurring crime problems in the vicinity of Cedar Lane Shopping Center in southeast Vienna.Master Police Officers Art Sylmar and Tom Taylor and Officer Matthew Maiorana were assigned to gather intelligence, identify criminal suspects and make arrests, police said.
The officers donned plain clothes for this assignment, which lasted from November 2007 until early this year.
During that time, the special patrol broke up a drug deal involving marijuana and cocaine and made several other arrests in cases involving assault, destruction of property, shoplifting and public drunkenness.

Vienna Man Found Guilty of Recruiting Gang Member Comments (4)

A 20-year-old Vienna man on Dec. 30 was found guilty in Fairfax County Circuit Court of trying to recruit a juvenile to a new gang forming in town, Vienna police said.The Vienna Police Department was advised in January 2006 that a 14-year-old had been “blessed in,” or initiated, into a local group of the Gangster Disciples criminal street gang.
Vienna police began identifying the gang's leaders and disrupting the group's activities. Police determined that the gang's leader, Vienna resident Kenneth Maurice Wilson, had joined the gang in Trenton, N.J., and began forming the local group in the summer of 2005.
Police identified 10 members and associates of the local gang set, who ranged in age from 13 to about 20 years old, authorities said.
Police identified one gang member who had been initiated while still a juvenile. Authorities then successfully pressed felony charges against Wilson for recruiting a juvenile into a street gang. Wilson will be sentenced on Feb. 8.
Gangster Disciples, which began in Chicago and has spread nationwide, has been linked to mob assault, aggravated assault, robbery and graffiti offenses in Northern Virginia, authorities said.
Vienna police thanked the Northern Virginia Gang Task Force, and especially gang units from the Arlington and Fairfax county police departments, for their assistance in this case.

Sheeran are pro-active when they see groups of young men milling around. They get out of their patrol cars and talk to the teens and men, trying to develop a relationship. At the Cedar Lane Shopping Center, suspected by the Vienna Citizens Group of possible gang activity, the men are usually just socializing, said Sheeran. An e-mailed statement released by an unidentified representative of the Vienna Citizens Group reads: "... We believe there are MS-13 gang members at the Cedar Lane Shopping Center based on what the Vienna Police have told us and crimes reported in the news. ... Based on their behavior, we suspect that the men congregating at the shopping center to seek day work may be illegal aliens. Fairfax County has an extremely low unemployment rate; citizens who can legally work here usually don't congregate in shopping center or other parking lots to seek day work." What Robert Carlisle, Vienna Chief of Police, and Sheeran are both adamant about is that nobody should jump to a conclusion that a group of young men necessarily constitutes a gang.
SHEERAN SAYS that while there may be gang members within a group of day laborers waiting for pick-up, the group is not a gang. They are men looking for work. "You have to look at the context of everything," said Sheeran. "Over at Cedar Lane and Park, you might see a group of young men, all wearing the same color shirt, maybe bandanas. And someone may think, 'a gang.' You look more closely and you realize it's a soccer team." Carlisle does not believe there is increased crime or gang activity at Cedar Lane, and the police department responds to all complaints there. Southern Management, which manages Vienna Park Apartments, has a proven record of cooperating with police on noise and overcrowding violations. Overcrowding, said Sheeran, is a zoning issue, and independent of the gang issue. "We understand that the Vienna Woods area is concerned about changes in their neighborhood," said Sheeran. "We recognize those concerns and respond to them. You've got 300 housing units within 200 feet of a shopping center. We anticipate the kind of problems that result from environments like that."
A SUSPECTED gang member of MS-13 was arrested in early October on charges of alleged involvement in a robbery and malicious wounding at the Cedar Lane Shopping Center in June. Sheeran explains that a gang-related offense is committed by a person in a gang for his own benefit. A gang-motivated crime is committed for the benefit of the whole gang. That a gang member should commit a crime for his personal satisfaction should not come as a surprise. As Sheeran points out, "People in gangs don't necessarily play well with others." Carlisle says there have been two robberies at the Cedar Lane shopping center in two years, and compares that to the higher number of robberies on Maple Avenue. "Nobody from that group [Vienna Citizens Group] has come before the Town Council to complain of suspected gang activity at that shopping center," said Mayor M. Jane Seeman, "and I invite concerned citizens to come in to talk to me." "People who own the shops there claim there is no trouble, no problems. We work with the owners of the shopping center, the apartments, and we are upholding the laws. "I want to keep Vienna a safe place to live. The police are doing everything they can to make sure no laws are being broken, and I have confidence in them. I believe we're pretty much on top of this."

Around 8:53 p.m., PFC Dean Bailey of the Vienna Police Department stopped a 1997 Toyota Corolla in the 200 block of Maple Avenue SE for failing to use headlights. According to the Vienna Police Department, PFC Bailey determined that the driver, Walter Martinez, was wanted in connection with his alleged involvement in a robbery and malicious wounding at the Cedar Lane Shopping Center [For reference the location in question] in June. In the earlier incident, a security guard at the shopping center observed three men attempting to break into an automobile. One of them was armed with a knife, police said. When police responded, they located an injured robbery victim. A police statement about the June incident described Martinez as a known member of [a local gang]. Additionally, Martinez had two warrants on file for failing to appear at court hearings in Fairfax County. Bailey arrested Martinez and transported him to the Fairfax County Adult Detention Center where he is currently being held without bond. Jose Javier Ayala, also connected with the June incident at the Cedar Lane shopping center, remains at large.

Three men are wanted by the Vienna Police Department in connection with a possibly gang-related robbery and malicious wounding that occurred at the Cedar Lane Shopping Center in Vienna in June. On June 10 around 1:15 a.m., Vienna Police officers, P.F.C. Dean Bailey and Master Police Officer Trent Nelson, were dispatched to the Cedar Lane Shopping Center at the request of a security guard working at that location. The security guard was patrolling the parking area and came across several Hispanic males who appeared to be breaking into an automobile. The guard approached the men to further investigate and they began to flee, according to police. The guard gave chase and one of the men turned and threatened him with a knife. As the guard summoned police for assistance the men fled. Bailey arrived and began searching the area for the suspects, police said. During the search, Bailey located an individual suffering from injuries to his head and face that he sustained during a robbery and assault that had also just occurred. Vienna Detective Jim Sheeran was called in to assist with the investigation. Sheeran determined that the robbery victim was leaving a nearby restaurant and was making his way through the Cedar Lane Shopping Center when he was surrounded, assaulted and robbed of the money in his possession. Witness accounts have led detectives to believe the robbery and the incident involving the security guard are related and may have an element of gang involvement. One suspect, Walter Enriques Martinez is a known member of the gang xxx. Along with Martinez, arrest warrants charging robbery and aggravated malicious wounding have been obtained and are outstanding for Jose Javier Ayala and Wilson Perez. Vienna Police are requesting the public's assistance with information leading to the location or arrest of these individuals. The three men are known to frequent the Cedar Lane Shopping Center area and if seen should not be approached. Calls concerning the location of these men should be directed to Detective Sheeran of the Vienna Police at 703-255-6366.

On Saturday, July 28, 2007, at approximately 2:50 A.M., Master Police Officer Maurice Williams and Master Police Officer Art Sylmar were dispatched to the 200 block of Locust Street, SE in response to a resident's call reporting a larceny in progress. Witnesses residing in that neighborhood were enjoying a late night on the patio of their home. They observed two men pushing a cart containing a gas grill. At such an early hour the witnesses became suspicious of the activity and noted a detailed description of the two men. Their suspicions became confirmed when the two men returned moments later pushing another grill. The witnesses notified police and continued to observe the two men as they attempted to make good on the theft. Realizing they had been observed the two men began to flee. The witnesses were able to provide arriving officers with a detailed description of the two men and a location where they were last seen. The officers searched the area and located the two suspects and three stolen grills in the area of 216 Locust Street, SE. Further investigation revealed the gas grills were stolen from the Stalcup Hardware which is a business located at 229 Maple Avenue SE. The thieves were in the process of stealing the grills from the rear of that business when they were observed by the residents. Due largely to the observant actions of the neighbors and a prompt police response arrests were made. Arrested as a result of this investigation were Kenneth Clements, a black male, 46 years of age, residing in the 2200 block of Columbia Pike Arlington Virginia and Michael Presley, a white male, 48 years of age, residing in the 10700 block of Norman Avenue Fairfax City, Virginia. Each of the two men were charged with one count of Grand Larceny and held at the Fairfax County Adult Detention Center on $2,500 bond. Police Department Problems: Don't Blame Maud! Comments (5)
Clearly, there are problems in the Vienna Police Department. From the May 07 Town Newsletter comes this ditty buried in the fine print:
POLICE: Significant increases in this budget include increased funding for polygraph examinations to aid in faster recruit processing, additional supply costs associated with the purchase of LED light bars for new cruisers, and instituting a program of signing bonuses in an attempt to improve Police Officer recruiting.
Get that? Not extra money for anything tangible regarding safety, but rather extra money to buy testing equipment to land people who might be willing to work for the Town of Vienna! That is NO SMALL problem. Why do people NOT want to serve in Vienna? Is Maud able to handle that question? Or is she, as usual, not responsible for anything in Vienna? Problems in the Vienna Police Department may have to do with Maud's demand that our Police move BACK into the Town Hall basement. Other posts here show the Police are none too happy themselves.
Now that the facts are on the table, all Maud apologists are welcome to post now. Your time to spin this is here!

This letter (PDF) was sent to Town Hall by the Vienna Police Association. We are sliding to a very bad place in this Town when our own Police can not get straight answers from Maud and Jane. This feels like the tip of the iceberg.

Police Back to the Basement; More Town Council Incompetence Comments (9)
15 years ago the Vienna Police moved out of the Town Hall basement to a new facility. Due to the mind blowing incompetence of leaders like Maud Robinson, the Police are now moving back into the basement at Town Hall. That is pathetic long term planning on behalf of the Vienna Town Council. One reader writes to criticize this web site:
"...I'm sure you saw the article in the Connection about the police department's new space in the basement of town hall. Despite your intense criticism of the project, the cops seem quite happy with it. Of course, they could be lying Maudites, but I trust our cops to be honest...I'm relying on the quotes from police officers interviewed in the article. Are you saying they are lying?"

BB&T Bank Robbed 3x This Year Comments (3)
On this post we listed all 22180 bank robberies for the last year. However, we just found out we were missing one robbery from September 1, 2006. BB&T has been robbed THREE times in the calendar year of 2006. Maud's obvious response? No one was hurt, who cares. Of course yesterday a Fairfax County cop gunned down a would be robber. Any chance our Police will get the resources they need Maudasaurus?

Local Bank Now Locks Doors During Business Hours for First Time in Vienna History Comments (2)
For the first time in the history of Vienna a bank now locks its doors during business hours. If you want to gain entry into The Business Bank next to Whole Foods you must be buzzed in. The Business Bank are good people and they are only trying to protect themselves and their clients, but have we not just crossed a line?
ACLU backers will say that this creates an illegal "profiling system". Clients of the bank have already expressed satisfaction in the bank's efforts to solve a clear problem.
So what are Vienna's political leaders doing to stop bank robberies? Not much. They just pushed our under funded Police Department back into cramped quarters at Town Hall with no relief in sight. We presume some will argue that Maud and Jane are not responsible. Then who is?

BB&T on the corner of East and Maple was robbed yesterday - for the 2nd time this year! Hey Jane, any chance you might help our Police to fight this problem? Prior reporting on Vienna bank robberies.
We bet if someone robbed the rock candy display at the Freeman-Hyde Store, the garden club and Mother Maud would station Police there. Banks are not high enough up the food chain for concern among the over 70 set who like to pretend they live in Civil War times?
The priorities in this Town are borderline looney tunes!
Maybe if a mother and her child get killed in an armed robbery, Maud and Jane will pay attention.

There have been 4 bank robberies in Vienna this year alone, not 1!
Fairfax County has a population of 1,000,000 people and has had 25 bank robberies in 2006 so far. Vienna has a population of 15,000 people and has had 4 bank robberies in 2006 so far. Nah, nothing wrong there...it's all our imagination right Maud. But at least you have your Town Green now. Always money to spend on that.

This Man Stabbed a Vienna 7-11 Clerk
Last night the 7-11 next to Maud Robinson's house was robbed. This is the one across the street from Magruders in down town Vienna. The helicopters started flying and several residents called the police looking for answers as to why their homes were being buzzed.
Jane Seeman, in her effort to make Vienna "shiny and happy", of course had her standing order in to say nothing. Only after one resident demanded to know what was up, did an answer arrive. Jane Seeman playing politics with public safety must stop. Seeman must stand up and give our Police Department additional resources. While our Police work to protect us, they are underfunded and understaffed. At the same time Jane and Maud are spending millions on Maud's Town Green monument. Priorities in Vienna need to be reshuffled immediately.
Now for all you Jane and Maud lackeys, don't write in here saying. "Jane didn't say that!" Jane Seeman is the elected leader of this community. The buck stops with her. She needs to lead or get out of the way. The occasional post at her son's blog is not enough to get the job done.

We reported recently about the rash of bank robberies in Vienna over the last year and boom there is yet another robbery. This email came in from a concerned citizen:
"Received the crime report from the police and noticed yet another bank robbery -- July 20th at Sun Trust."
Will the Mayor of Vienna give our Police the help they need? Earth to Jane and Maud, are you there, wake up and provide leadership on something, anything! Can you at least TRY and help our Police fight this problem? Here are the banks robbed recently:

Bank Robberies: Police Have What They Need? Comments (1)
The Cartoon Is Cute, But the Subject Is Not
The Business Bank (immediately next door to the Patrick Henry Library and Vienna Elementary) was robbed the other day. Multiple other banks in Vienna limits have been robbed over the last 18 months (more details to follow). Question: Has the Town Council, with their multi-million dollar Town Green and other pet projects fully funded, left our Police Department short-handed and under funded? Does our Police Department have the resources they need? There are two new banks in Vienna under construction, is the Town Council doing anything to help the Police?
Public safety comes first. Any Town Council Member not heeding that advice will be lit up here online.

No one here is against needed expansion, but not having long range vision is a severe problem in Vienna government.
