Shirley Damon: The Corrupt Gift that Keeps Giving Comments (2)

From the Town Commercial Architectural Review Board:

Ms. Susanne Bradley of Dowling Signs, Inc. came forward to speak. Ms. Bradley stated that they are going back to their original proposal, which is to change out the sign panel to reflect the name Progressive. Chairwoman Damon stated that she preferred the sign without the green noting that it identifies the business much better.

Shirley Damon likes the sign without green. Isn't that special? Nothing in the law references any color and most of Vienna is painted crud brown by governmental design, but Damon likes this sign without green. Corrupt governments work to take the smallest of liberties and when you have dirty politicians like Damon on board, making the law up depending on what she had for lunch that day, maintaining control is easy as pie.

Shirley Damon: Example of a Corrupt Public Official Comments (3)

Shirley Damon, one of Maud's oldest crony friends, is the Chair of the Commercial Architectural Review Board. At a recent meeting of that board we noticed this interchange from the Westwood Country Club as they proposed an enclosure for their pool filter:

Mr. Bill Pfunder representing the application was present to speak. Mr. Pfunder stated that he is the owner of the swimming pool company that takes care of the swimming pool at the Westwood Country Club. The filter room has been in existence for well over forty years. As a result it is falling apart so that they would like to replace it. A sample of materials was passed around for the Board to review. Chairwoman Damon asked if they will treat the wood. Mr. Pfunder answered that they will paint the structure gray to match the existing facility. Chairwoman Damon stated that the Board needs to know the exact shade of gray. Additional discussion followed regarding the proposed shade of gray.

Additional discussion about the shade? This is disgusting. There is NOTHING in the Vienna Code that references or even mentions a color. There is no acceptable color list. Gray? There is nothing that says the shed can't be red, green or polka dots. But Damon goes the extra mile of a power hungry lunatic - she asks for the shade of gray. Think about that for a second. We have this nut Damon leading a board that decides property rights and she makes up the law on the fly at her whim. Now imagine an entire Town government trained to take these kinds of liberties with the law every step of their daily governance and you have the twisted and dirty Vienna Town government ladies and gentleman.

Steve Rigby: The Maud Party Line Comments (18)

Steve Rigby, an employee of Shirley Damon's (Maud's long time buddy and Board Member on two Vienna Boards), writes:

"I do not know what article or amendment to the Constitution that Ms. Damon is violating when she asks applicants to specify the colors they are desiring for their signs, and I similarly do not see what part of the Constitution she is violating when she is instrumental in rejecting applications over an issue of colors. If it is true that the town of Vienna is, in fact, routinely in violation of Federal law in these circumstances, which to the best of my knowledge has been going on for long before Ms. Damon ever joined any boards of review, then it should be a relatively easy matter to bring before the Federal Court system."

There are (3) lawsuits pending against the Town of Vienna regarding their historic district. Damon's (and others) continued actions are at the heart of the suits. You may want to study up on the details in words, print and video on this site - much of it Town records - before digging in. You may also want to check into some legal terms like arbitrary, capricious and Due Process. In terms of the logic that this has all been going on long before Damon, so she is free from criticism, would you have said that if she owned Slaves? "It's Ok for Shirley to have Slaves, everyone else does!" Brilliant logic there.

Steve continues:

"The sign application form, as provided to applicants for sign approval by the Town of Vienna, requires that color information must be provided as part of the application process. I am in the sign making business, and have made many an application for clients in many jurisdictions in this area. There is not a board of review that I have ever approached for approval of any sign that does not require color information to be provided as part of the process. This includes, but is not limited to Alexandria, Arlington, Falls Church and Vienna. I think it is silly to single out Ms. Damon, presenting her as being the epitome of hubris in the sign approval world, or even only in Vienna."

Can you show us any section of Town Code, regarding the Windover Heights Board of Review or Commercial Architectural Board of Review (Damon is on both), where "color" is defined with guidelines that let an applicant know a color is appropriate or not? Can you show us the written guidelines that say one color is preferred over another? Can you show us the Town Council minutes where these application forms were approved? More.

Steve continues:

"A failure to provide color information on a sign application in Vienna will result in a rejection before Ms. Damon even sees the application. Any application without that information, or other required information, will not even be accepted at the front desk of Zoning to begin with."

And this is where the heart of the corruption with people like Damon lies. The code has no guidelines for color for either Board, but to even submit an application you must give colors. Even though there is no law that enabled these silly forms, even though there is no way to know if the color you are filling in will be approved or not, you can't even get past step one of dealing with a secretary. Justify that Steve? You can't.

What this little system does is inject vast amounts of subjectivity into the process. It allows the powers that be, including your boss Shirley Damon, to discriminate and play favorites. It's called a violation of Due Process. Its unconstitutional.

Shirley Damon: Telling the Truth? No. Comments (0)

The Windover Heights Board of Review held a meeting last night January 3, 2006. The Mayor was there. Maud Robinson was there. Vienna Police also attended a review board meeting for the first time.

At this meeting Windover Heights Board of Review member Shirley Damon had an application before her that was filed under protest. Damon was asked point blank if she had read the two lawsuits pending regarding the Historic District. Watch her response:

Damon is not telling the truth when she says she is not aware of any lawsuits. We have the proof. Listen to this audio from Spring 2005 that has Damon in the middle of a discussion about lawsuits. The first voice you hear is Steve Bukont's. The second voice is Shirley Damon's. Jan 06 Damon says she doesn't know anything about lawsuits, but in Spring 05 she was in the middle of a conversation about lawsuits.

Shirley Damon, a long-time political activist in Vienna, is on the Windover Heights Board of Review. She also Chairs the Town of Vienna Commercial Architectural Review Board. At the 2004 Windover Heights Board of Review meeting for this now finished house Shirley Damon said:

To the average person it probably sounds like Damon was making some form of an intelligent comment (maybe not). Unfortunately, nothing Damon said was grounded in law. She made it all up on the fly. Here is the now completed house that apparently "confused" Damon:

Can you imagine being the property owner before Damon, knowing that she can stop your new home from being built, and hearing that you need to, "try and determine what you want" when presenting the above house? What in blazes was Damon rambling about? Does Shirley Damon have any residential or commercial architectural expertise or is she just a political crony?

Since Shirley Damon appears to hold herself out as an architectural expert on the video, we decided to investigate what type of house she lives in at 259 Commons Drive, NW in Vienna, Virginia. Damon resides at this Vienna town house complex (her town house is in yellow):

Here are aerial views of Damon's town house: View 1, View 2 and View 3. It appears Mrs. Damon has a problem with citizens of Vienna building nice, new homes, but apparently town houses are fine with her. Sadly, none of this is funny as Damon has no problem trampling the rights of both residential and commercial property owners through her "interpretations" of Town ordinances.

The Law Is Flexible in Vienna Comments (0)

The Town of Vienna created an enabling code that established the ground rules for enacting historic districts. The enabling code was used to establish the Windover Heights Historic District ordinance. Both of these documents are extremely vague and make little objective sense. Nonetheless, for now they are the "law". Interestingly, in 2004 (a year after two lawsuits were filed) the Windover Heights Board of Review was still confused about these laws. The people ruling over our property rights have no clue what the laws are. Watch the video of Steve Bukont and Shirley Damon as they search for legal answers.
