Charles Brewer: Malcolm Windover Heights Civic Association Con Man & Maud Puppet Comments (1)
A few years back Charles Brewer and Paul Layer organized a mob of citizens to argue against those residents of the historic district seeking relief for inequitable treatment. At this staged and phony meeting, Brewer and Layer took a vote of everyone present. The civic association web site still reflects that 2003 vote:
Total present, including petitioners was 94
Vienna residents – 93
MWHCA residents - 87 (93% of 93)
Historic District residents- 36 (38% of 93; 41% of 87)
Non-Vienna residents – 1 **
Brewer then hauled this "vote" before the Town Council to argue against the residents seeking relief saying essentially, "We are all against this and we voted!"
Now Brewer has a new plan (Read PDF Proposal). He doesn't want individual votes, just one vote per household. Nice change of direction! Maybe you can start the 3/5ths rule again Charles?
Charles Brewer is the kid who never made the sports team, but always cheated in marbles. You, and the rest of your Board members, are transparent cheats. Don't worry, we don't think there are legions of cheats in Vienna. But Maud does have a political machine oiled to precision with around 30-50 captains, all in positions of Vienna power to do her bidding. We will expose them all.

"Ludicrous Historic Vienna Crap" Comments (0)
After being alerted to Steve Bukont's expletive tirade, members of Malcolm Windover Heights Civic Association, Liz & Mike DiFrancisco, offered us this erudite feedback:
"I really have no interest in your harassment of the citizens of this Town. You are inappropriate...and I wish you would stop spamming me your ludicrous Historic Vienna crap."
The DiFranciscos don't live in the Windover Heights Historic District. When backed into a corner and surrounded by facts, the only recourse for proponents of the District is to lob 4-letter curses.
It also appears the DiFranciscos did not consult with Civic Association Board Member Sharon Kallio who is concerned.

Lawsuits Update for Vienna Historic District Comments (1)
Recently we exchanged emails with Sharon Kallio who happens to be a leadership member of the Malcolm Windover Heights Civic Association. We said:
"[This website HistoricVienna.com is] concerned about the abuse of property rights. The MWHCA [Malcolm Windover Heights Civic Association] should be alarmed at what is on that web site [HistoricVienna.com]."
Sharon Kallio responded:
"Believe me I am [concerned about the content on HistoricVienna.com] as are many others, but we were under the impression that this was going through the Fairfax County Court system. Where are you with that? It is unfortunate that the Town hasn't taken steps in order to fix at least some of the problems with the Historic District. Maybe they are waiting for the outcome or direction as well."
We responded:
"It's in the court system. The Town is doing everything in their power to "stall", but it's going forward. The historic district is a law created by Vienna Town Council. It's their law. They know it is flawed. They know the enforcement is flawed. [Now] they have their Chairman flying off the handle throwing f-bombs at meetings. Why doesn't the Town fix the situation? Why don't you ask Maud Robinson? It's our guess [the Town Council] wants to have the court declare [the Historic District] unconstitutional so they can blame the loss of their "district" on someone other than themselves. Read this link. How does that make you feel as a citizen of Vienna? The Town Council makes the laws, they can change the laws."
Forget roads, traffic, sidewalks, schools...Maud Robinson, George Lovelace and Laurie Cole want to blow your tax dollars on defending lawsuits they know that they will lose just so they can save face and not take blame for a boondoggle of a District.

Charles Brewer: Online Manipulation Comments (0)
Charles Brewer, residing at 300 Jade Ct NW, Vienna, VA 22180, runs the Malcolm Windover Heights Civic Association's web site. Charles also happens to serve on the Vienna Board of Zoning Appeals. In our opinion he is not an honest politician.

Charles, either on his own or via another's direction, purposefully uses the association's web site to further his own "historic" agenda. For example, Brewer on the civic association's web site states:
- Petitioners...cited instances of their dissatisfaction with what, in their view, was inconsistent and capricious application of the Windover Heights Historic District ordinance.
- Petitioners...cited their skepticism as to what was truly historic about the district, especially considering the major construction at 316 Windover.
- Many residents indicated their support for maintaining the Historic District for it’s charm and special mixture of houses/lots of all sizes.
- A motion to express the opposition of the MWHCA membership to the withdrawal of these five properties was amended to include a recommendation that the Town examine ways to improve the ordinance to exclude future perceptions of inconsistent application of rules.
Does Charles Brewer really believe his nonsensical points justify a corrupt District that robs citizens of property rights? Brewer's writings are propaganda for a District clearly dying on the vine. Maybe Brewer can team up with Steve Bukont.
